Minutes

Present: David Pattee, Chairman; Jeremiah Ross; Stuart Green; Joseph Beres; Tina Miller; Wallace Perlman.

 

Absent: William Hill

 

The Chairman called the meeting to order at 7:30 p.m.

 

I.      APPROVAL OF MINUTES     -Minutes of March 19, 2013
                        -Site Inspections 3/24/13
                                M/M Houlahan, 150 Old Redding Road
                                S. Roberts, 76 Drummer Lane

 

On the motion of W. Perlman and the second of T. Miller, the Commission voted to approve the 3/19/13 Meeting Minutes.  J. Ross abstained.

 

On the motion of W. Perlman and the second of S. Green, the Commission voted to approve the 3/24/13 Site Inspection Minutes.  J. Ross abstained.

 

II.     REGULATORY

 

Application #13-02, Peter and Sheila Houlahan, 150 Old Redding Road.  Received 3/19/13.  Discussion and possible vote on an application for a tree removal project in the regulated area.  Site Walk 3/24/13.  Application revised to include house addition in regulated area.

 

Mr. Houlahan was present.  Site Walk findings were reviewed.  Mr. Houlahan reviewed his revised proposal for tree removal.

 

D. Pattee requested the addition of silt fence around the excavation area as well as the updated tree plans to the map for review at the next meeting.

 

Application #13-03, Stephen Roberts, 76 Drummer Lane.  Received 3/19/13.  Discussion and possible vote on an application for a garage in the regulated area.  Site Walk 3/24/13.

 

Mr. Roberts’s brother was present.  Site Walk findings were reviewed.  D. Pattee added silt fence locations on the map that was initialed by Mr. Roberts.

 

On the motion of W. Perlman and the second of J. Beres, the Commission voted unanimously to approve Application #13-03.

 

Application/Violation #12-02, Ms. Pamela Davis (owner), Peter Davis (agent), 724 Redding Road.  Earthmoving and deposition of woodchips, split wood, cut logs and branches in and around wetland soils to establish and stabilize property line (border) from wetlands.  Site Walk 1/5/13.  Discussion 1/15/13, 2/19/13; 3/19/13.

 

Peter Davis was present.  B. Flanagan visited the property on 3/18/13 but was not given permission to conduct a full site inspection.  Mr. Davis noted that he has begun removing material.

 

A Site Walk was scheduled for Sun., 4/14/13 at 9:00 a.m.

 

III.    CHAIRMAN’S REPORT

 

D. Pattee walked the DOT property in W. Redding re: Norwalk River Valley Trail.

 

S. Green finished mapping the native plantings at Saugatuck Falls Natural Area.  Fire Marshall has been contacted re: burning piles of brush.  

 

D. Pattee attended the CT Land Conservation Council Conference.

 

S. Green contacted the Town Clerk’s office re: addition of trails to the Town web site.

 

A quote has been approved for replacing bridge off Diamond Hill to Saugatuck Falls Natural Area.  Awaiting commencement of construction of the bridge.

 

On the motion of T. Miller and the second of W. Perlman, the Commission voted unanimously to adjourn the meeting at 8:30 p.m.
