Present: David Pattee, Chairman; Jeremiah Ross; William Hill; Stuart Green; Joseph Beres; Tina Miller; Wallace Perlman.
The Chairman called the meeting to order at 7:30 p.m.
D. Pattee welcomed new Commissioner, Tina Miller, replacing Victor DeMasi.
I. APPROVAL OF MINUTES -Minutes of January 15, 2013
On the motion of W. Perlman and the second of W. Hill, the Commission voted to approve the 1/15/13 Meeting Minutes. T. Miller abstained.
II. REGULATORY
Application #12-19, Town of Redding (owner), Rob Blick, (agent), 72 Topstone Road. Received 12/18/12. Discussion and possible vote on an application for parking improvements at Topstone Park. Site Walk 1/5/13. Discussion 1/15/13.
D. Pattee noted receipt of and reviewed the final map.
On the motion of W. Perlman and the second of W. Hill, the Commission voted to approve Application #12-19. T. Miller abstained.
Application/Violation #12-02, Ms. Pamela Davis (owner), Peter Davis (agent), 724 Redding Road. Earthmoving and deposition of woodchips, split wood, cut logs and branches in and around wetland soils to establish and stabilize property line (border) from wetlands. Site Walk 1/5/13.
D. Pattee reviewed the status of the Application/Violation. He will request B. Flanagan to conduct a site inspection. Discussion will continue at the next meeting.
III. CHAIRMAN’S REPORT
D. Pattee distributed and reviewed proposed changes to the Regulations to conform with the model guideline updates and changes that DEEP has made.
D. Pattee confirmed that N. Ketcham will not be running for First Selectman again.
A Public Hearing is scheduled in Hartford on 2/8/13 re: a proposed bill concerning affordable housing in watershed areas. J. Ross will frame a statement from the Commission to be submitted prior to the Public Hearing.
CT Land Conservation Council is holding a seminar on 3/23/13 at Wesleyan University re: protection of open space from 8:30 a.m.-7:00 p.m. D. Pattee will confirm that there is no attendance fee.
S. Green stated that the Trail Day Hike will be held 6/1-6/2/13.
D. Pattee will present the Norwalk River routing survey in March, 2013.
On the motion of J. Ross and the second of W. Perlman, the Commission voted unanimously to adjourn the meeting at 8:15 p.m.
