The Chairman called the meeting to order at 7:40 p.m.
- APPROVAL OF MINUTES -Minutes of February 3, 2015
On the motion of T. Miller and the second of W. Perlman, the Commission voted unanimously to approve the 2/3/15 Meeting Minutes.
- PUBLIC HEARING – TO OPEN
Application #14-18, Old Stone Estates (owner), P.W. Scott (agent), 12 Marchant Road and 55 Chestnut Wood Road. Received 12/4/14. Discussion and possible vote on an application for regulated activities associated with a proposed 14-lot subdivision. Site Walk 12/7/14. Discussion 1/6/15. Site Walk 1/11/15. Discussion 1/20/15.
- Scott was present in addition to Atty. Peter Scalzo and Parker Coates. Steve Kochis, Commission engineering consultant from Milone & MacBroom, was also present.
- Scott presented the proposal accompanied by a variety of maps and drawings. Atty. Scalzo noted he is preparing easements. D. Pattee noted that Commission Counsel Peter Olson will provide the easement template.
After questions from the Commission, Mr. Kochis reviewed his comments and concerns. P. Scott confirmed that the use of woodchips on the proposed trail is no longer being proposed.
Members of the public were present. Sharon Lanoue requested soil testing across the street from her due to the previous collection of cars and trucks in that area. John D’Alessandro noted his concerns including water flow and requested reconsideration in granting permits; Paige Davison had questions re: proposed open space designation and Wolf Boeheme noted his concern re: proposed use of a grass swale.
- Pattee summarized an email from Wendy Nelson, Chalburn Road, noting concerns including the request for an archaeological survey of the entire property and proposed trail impacts and maintenance.
On the motion of W. Perlman and the second of S. Robinson, the Commission voted unanimously to close the Public Hearing.
III. REGULATORY
Application #15-02, Dennis Grimaldi/DMG Holdings (owner), Rich Grimaldi (agent), 13 Mountain Road. Received 1/20/15. Discussion and possible vote on an application to locate and rough out a driveway within the regulated area.
Doug DiVesta of DiVesta Civil Engineering Associates was present for the applicants. The proposal was submitted and reviewed accompanied by a drawing.
A Site Walk will be scheduled pending a change in weather-related restricted access to the property.
Request from Erik Flynn Patton to discuss permission for Filming Permits at the Stormfield Preserve and the Saugatuck Falls Natural area to create a feature film entirely within Fairfield County.
Erik Flynn Patton was present. He reviewed his proposal and was directed to obtain permission from additional Town agencies.
On the motion of W. Perlman and the second of T. Miller, the Commission voted unanimously to approve Filming Permits subject to the approval from other Town agencies.
- CHAIRMAN’S REPORT
Trails Day is scheduled for the first weekend in June. Details need to be submitted by March 1.
On the motion of T. Miller and the second of W. Perlman, the Commission voted unanimously to adjourn the meeting at 10:35 p.m.
