Present: David Pattee, Chairman; Susan Robinson; William Hill; Stuart Green; Tina Miller; Wallace Perlman

Absent: Joseph Beres

The Chairman called the meeting to order at 7:32 p.m.

I.  APPROVAL OF MINUTES -Minutes of September 15, 2015
Site Walk Minutes 9/20/15, 171 Cross Highway, K. Cowan/C. Madison

On the motion of W. Perlman and the second of W. Hill, the Commission voted unanimously to approve the 9/15/15 Meeting Minutes as amended:  Page 1, first item under “Regulatory”, first paragraph, change “stoned bans” to “stoned banks”; second paragraph, change “criteria was met” to “criteria were met”; third paragraph, change to “On the motion of S. Green and the second of W. Perlman, the Commission voted unanimously to Approve #15-08 to clean up debris, restore/rebuild collapsed retention pond and rebuild stoned banks subject to the installation of silt fencing and seeding for stabilization at the silt fence line delineated on the drawing. With regard to the proposed garage/barn, shed, stonewalls and driveway, a new application with additional information is required.”; Page 2, second paragraph, change “Cowen” to “Cowan.”

On the motion of T. Miller and the second of W. Perlman, the Commission voted to approve the 9/20/15 Site Walk Minutes.  W. Hill abstained.

II.  REGULATORY
Application #15-09, Kirsten Cowan and Craig Madison, 171 Cross Highway.  Received 9/15/15.  Discussion and possible vote on an application for a house addition and inground pool within the regulated area.  Site Walk 9/20/15.

Kirsten Cowan was present.  Site Walk findings were reviewed.  Pool fencing styles were discussed and the least invasive method of installation was requested.

On the motion of W. Perlman and the second of S. Robinson, the Commission voted unanimously to approve Application #15-09.

III.  CHAIRMAN’S REPORT
Discussion Item: Gilbert-Miller Park

S. Robinson reviewed the status of Norway Spruce trees in need of removal and or pruning.  D. Pattee is awaiting word from J. Pemberton re: determination of park ownership.

NRVT discussion is on the next Board of Selectmen Agenda.

Parking area for trail access on Sidecut Road is on the Planning Commission Agenda for October 13, 2015.

D. Pattee and S. Green assisted the Land Trust in cleaning up property on Dan Beard Lane.

On the motion of T. Miller and the second of W. Perlman, the Commission voted unanimously to adjourn the meeting at 9:00 p.m.
