Minutes

Present: David Pattee, Chairman; Susan Robinson; William Hill; Stuart Green; Tina Miller; Wallace Perlman.

Absent: Joseph Beres

The Chairman called the meeting to order at 7:30 p.m.

I.  APPROVAL OF MINUTES -Minutes of September 1, 2015
Site Walk Minutes 9/11/15-398 Newtown Turnpike, Mr./Mrs. DaSilva

On the motion of W. Perlman and the second of S. Green, the Commission voted unanimously to approve the 9/1/15 Meeting Minutes.

On the motion of S. Green and the second of W. Perlman, the Commission voted to approve the 9/11/15 Site Walk Minutes. W. Hill and T. Miller abstained.

II.  REGULATORY 

Application #15-08, Marie DaSilva (owner), John DaSilva (agent), 398 Newtown Turnpike. Received 09/1/15. Discussion and possible vote on an application to clean up debris from run-off ditch; restore/rebuild collapsed retention pond, rebuild stoned bans. Proposed garage/barn and shed, stonewalls, and driveway within the regulated area. Site Walk 9/11/15.

Mr. DaSilva was present. Site walk findings were reviewed and it was determined that criteria was met to classify the area of review as an intermittent watercourse.

On the motion of S. Green and the second of W. Perlman, the Commission voted unanimously to approve Application #15-08 subject to the installation of silt fencing and seeding for stabilization at the silt fence line delineated on the drawing.

Additional information and application is required re: garage/barn and shed. Mr. DaSilva returned to the meeting to request a fee schedule.

Application #15-09, Kirsten Cowan and Craig Madison, 171 Cross Highway. To receive and discuss an application for a house addition and inground pool within the regulated area.

Kirsten Cowen was present. Plans and photographs were displayed and the proposal was reviewed.

A site walk is scheduled for Sun., 9/20/15 at 8:00 a.m. D. Pattee requested placement of stakes at the four corners of the proposed pool location.

III.  CHAIRMAN’S REPORT

D. Pattee noted receipt of and reviewed a report from A. Pardee re: Davis property, Redding Road.

CACIWC Annual Meeting is scheduled for 11/14/15. Anyone interested should contact C. Keil at the Land Use Office.

Bing maps now has printable online mapping.

Examples of signs to be posted by NRVT and National Park Service were reviewed.

A draft letter has been written re: Sidecut Trail parking on Sidecut Road.

Repair options for Lonetown Marsh boardwalk were discussed. J. Nazzaro will be requested to submit a cost estimate.

S. Green reviewed the status of Dan Beard Trail behind JRMS.

On the motion of T. Miller and the second of W. Perlman, the Commission voted unanimously to adjourn the meeting at 9:35 p.m.
