Minutes

Present: David Pattee, Chairman; Jeremiah Ross; William Hill; Stuart Green; Tina Miller; Wallace Perlman, at 7:50 p.m.

Absent: Joseph Beres

The Chairman called the meeting to order at 7:30 p.m.

I. APPROVAL OF MINUTES – Minutes of August 5, 2014

Stepney Road Bridge over the Aspetuck River

On the motion of J. Ross and the second of W. Hill, the Commission voted to approve the 8/5/14 Minutes as amended: Page 2, delete fifth item under “Chairman’s Report” and replace with: “Possible Eagle Scout project was discussed re: Dayton Road.” Add another paragraph stating “Lending of equipment reviewed for the Saddleback re-route program”. T. Miller abstained.

On the motion of J. Ross and the second of S. Green, the Commission voted to approve the 8/10/14 Meeting Minutes. T. Miller and W. Hill abstained.

II. REGULATORY

Application #14-11, Town of Redding (owner), Julia Pemberton, First Selectman (agent), 100 feet East of the intersection with Poverty Hollow Road. To receive and discuss an application for replacement of the Stepney Road Bridge over the Aspetuck River. Site Walk 8/10/14.

Dennis Garceau was present for the applicant. Site Walk findings were reviewed.

Mr. Garceau confirmed that Aquarion has received a copy of the application. The Aspetuck Trail steward will be notified of the construction.

On the motion of W. Perlman and the second of J. Ross, the Commission voted unanimously to approve Application #14-11.

Application #14-12, Greg Young (owner), Andrew Fink, Landscape Design, LLC (agent), 187 Umpawaug Road. To receive and discuss an application for pond edge alteration and regrading within the regulated area.

Andrew Fink and Andrew Brodtman from Twombly Nurseries were present for the applicant. Mr. Fink reviewed proposal details outlined on displayed plans.

Mr. Fink was requested to investigate specific formulas for phragmite removal to insure protection of amphibians. D. Pattee suggested checking with DEEP information on marshland restoration projects.

A Site Walk is scheduled for Tues., 8/26/14 at 5:30 p.m.

Application/Violation #12-02V, Ms. Pamela Davis (owner), Peter Davis, (agent), 724 Redding Road. Earthmoving and disposition of woodchips, split wood, cut logs and branches in and around wetland soils to establish property line (border) from wetlands. Discussion 7/1/14.

No one was present for the applicant. A. Pardee will be requested to re-visit the property. A letter from Commission Counsel is pending.

III. CHAIRMAN’S REPORT

An email forwarded by J. McLaren was reviewed re: mowing schedule at the Highstead field. The original intent of preserving the open space area for natural species was reviewed. A price estimate will be obtained for clearing the field back to the stone walls. W. Hill and D. Pattee do a lime test on Mon., 8/25/14.

S. Green reported on his walk on the Redding section of the proposed Norwalk River Valley Trail. Trail builder, Josh Ryan, will submit a proposal for design and construction costs.

D. Pattee and J. Hanson reviewed the status of a pond on Brick School Drive and determined it is not on Town property.
On the motion of T. Miller and the second of W. Perlman, the Commission voted unanimously to adjourn the meeting at 9:30 p.m.
