The Chairman called the meeting to order at 7:33 p.m.
I. APPROVAL OF MINUTES -Minutes of March 15, 2016; Site Inspections 3/17/16-15 Hill Rd., M/M Scott Sattler
On the motion of S. Green and the second of W. Perlman, the Commission voted unanimously to approve the 3/15/16 Meeting Minutes as corrected: Page 1, first line under “Cease & Desist Order”, change “15 Mill Road” to “15 Hill Road.”
On the motion of W. Perlman and the second of S. Green, the Commission voted to approve the 3/17/16 Site Inspection Minutes. J. Beres abstained.
II. REGULATORY
Permit #07-11, 23 Goodsell Hill Road (aka 19 Goodsell Hill Road), Ryan Fletcher (owner). Request to extend permit for up to five years and Transfer of Permit to new owner. Discussion 3/15/16.
Ben Fletcher was present for the applicant. New maps were submitted and reviewed in detail.
On the motion of J. Beres and the second of S. Green, the Commission voted unanimously to approve the proposed slight amendments, extend the Permit and Transfer the Permit.
Application #16-01, Scott and Robin Sattler, 15 Hill Road. Received 3/15/16. Discussion and possible vote on an application for tree and stump removal, soil preparation for lawn. Seeding. Removal of pachysandra. Fix gutter leads. Extend and pave driveway. Clean dead wood from stream. Site Walk 3/17/16.
Scott Sattler was present. Site Inspection findings were reviewed. D. Pattee reiterated that no work should be conducted while the Cease & Desist Order is still in effect.
D. Pattee noted receipt of a new map which was reviewed in detail.
On the motion of W. Perlman and the second of S. Green, the Commission voted unanimously to approve Application #16-01.
Application #16-02, Anthony and Jeannette DeNunzio (owners), Dave Rogers/Anderson Septic (agent), 23 Great Pasture Road. To receive and discuss an application for septic repair within the regulated area.
Brian Andronaco of Anderson Septic was present for the applicant. After a brief review of the proposal, D. Pattee recalled a prior application and confirmed that it was for the same proposed septic repair. Since that prior application is still valid, this application will be withdrawn and the fees refunded.
III. CEASE & DESIST ORDER
Scott and Robin Sattler. Clearing and grading at 15 Hill Road. Discussion 3/15/16.
On the motion of W. Perlman and the second of J. Beres, the Commission voted unanimously to lift the Cease & Desist Order.
IV. CHAIRMAN’S REPORT
D/ Pattee noted receipt of a notebook of town-owned open space maps from J. McLeran. Copies will be made and available at the Old Town House.
Re: Lonetown Marsh boardwalk, an estimate for repair is forthcoming.
D. Pattee, S. Green, J. McLeran met with S. McNamara re: GIS mapping system.
Placement of the watershed description sign was discussed. A Land Use sign is also being planned.
S. Green reviewed the recent Land Trust meeting where the theme was “partnerships.”
V. DeMasi spoke at the Connecticut Land Conservation Council Annual Conference on 3/19/16.
DNKL Buddhist Center is interested in bringing trails back.
S. Robinson gave an update re: Georgetown.
On the motion of S. Robinson and the second of W. Perlman, the Commission voted unanimously to adjourn the meeting at 8:55 p.m.
