MINUTES
Tuesday, August 2, 2016
7:30 p.m. – Old Town House

Present: David Pattee, Chairman; Susan Robinson; Stuart Green; Joseph Beres; Tina Miller; Wallace Perlman
Absent: William Hill

The Chairman called the meeting to order at 7:30 p.m.

I.   APPROVAL OF MINUTES -Minutes of July 19, 2016; Site Inspection Minutes July 25, 2016 – 38 Glen Hill Road, Cindy & Brian Meehl

On the motion of T. Miller and the second of W. Perlman, the Commission voted to approve the 7/19/16 Meeting Minutes. J. Beres abstained.

On the motion of S. Green and the second of W. Perlman, the Commission voted to approve the 7/25/16 Site Inspection Minutes. J. Beres abstained.

II.  REGULATORY
Application/Violation #16-04, Michael and Louise Wagner, 3 Redcoat Lane. Received 6/7/16. Discussion and possible vote on an application to remove invasives, dead brush, and litter. Replace with healthy grasses appropriate to the site within the regulated area. Discussion 6/21/16. Site Walk 6/27/16. Discussion 7/5/16.

No one was present for the applicant. D. Pattee reviewed an email from Mrs. Wagner listing the completed and planned wetland plantings. D. Pattee noted receipt of and summarized an email from WEO/ZEO A. Pardee re: presence of phragmites.

T. Miller will send a letter requesting details re: plan for invasive removal.

Application #16-09, Cindy and Brian Meehl (owners), DiVesta Civil Engineering Associates, Inc. (agent), 38 Glen Hill Road. Received 7/19/16. Discussion and possible vote on an application for an addition to an existing residence and relocate garage, driveway with associated work within the regulated area. Site Walk 7/25/16.

The architect was present for the applicant.  Site Walk findings were reviewed.  It was confirmed that gutters and leaders for the new addition are connected to the drainage system.

On the motion of S. Green and the second of W. Perlman, the Commission voted unanimously to approve Application #16-09.

III. CONSERVATION MATTERS
Redding Land Trust presentation and discussion on set-aside easements.  Discussion 7/5/16, 7/19/16.

Silvia Erskine was present for the Land Trust. The Commission will schedule a Site Walk in the fall when it is easier to see monuments.

T. Miller noted the need for the Commission to work with the Land Trust and Planning Commission in the future re: set-aside easements.

IV.  CHAIRMAN’S REPORT
The Highway Department was commended on their expeditious removal of black swallow-wort.

Re: Lonetown Marsh boardwalk repair, S. Green noted an estimate is expected this week.

D. Pattee noted the need for information regarding volunteer hours and activities in order to pursue possible insurance. J. Pemberton is looking into possible coverage.

S. Robinson reported on the potential health hazard in Georgetown re: garbage cans.

J. Pemberton will be attending the next meeting to present a recap of the 2015 deer program.

On the motion of T. Miller and the second of W. Perlman, the Commission voted unanimously to adjourn the meeting at 8:35 p.m.
