MINUTES

Tuesday, August 16, 2016
7:30 p.m. – Old Town House

Present: David Pattee, Chairman; William Hill; Stuart Green; Tina Miller; Wallace Perlman.
Absent: Susan Robinson; Joseph Beres

The Chairman called the meeting to order at 7:30 p.m.

I    APPROVAL OF MINUTES   -Minutes of August 2, 2016

On the motion of W. Perlman and the second of T. Miller, the Commission voted to approve the 8/2/16 Minutes as amended:  first item under “Regulatory”, last line, change to” T. Miller will send a draft letter to the Chairman.” W. Hill abstained.

II.  REGULATORY

Application/Violation #16-04, Michael and Louise Wagner, 3 Redcoat Lane. Received 6/7/16. Discussion and possible vote on an application to remove invasives, dead brush, and litter. Replace with healthy grasses appropriate to the site within the regulated area. Discussion 6/21/16. Site Walk 6/27/16. Discussion 7/5/16.

Mrs. Wagner was present to report that per her discussion with the DEEP, Roundup will be applied when the top of the phragmite turns purple and the planting plan will begin in the spring. D.  Pattee reiterated that herbicide needs to be applied when the plant is still growing.

On the motion of S. Green and the second of T. Miller, the Commission voted unanimously to approve phragmite removal and planting plan as submitted.

III.  CHAIRMAN’S REPORT

Report on Open Space Deer Management Program, Julia Pemberton, First Selectman.

J. Pemberton provided an update of the 2015 season which harvested 27 deer, up from 13 the previous year. The tick research continues and is due to conclude this year. The 2016 season is scheduled to open on September 15 and results will be analyzed to determine if the decreasing numbers of harvested deer warrant continuing the program.

D. Pattee reported that dues have been paid to CT Land Conservation Council.
D. Pattee and S. Green attended the 8/15/16 Board of Selectmen meeting re: possible insurance coverage for trail tenders. J. Pemberton stated that the Land Trust insurance policy will be forwarded by S. McNamara and that she has been in contact with a broker for the Land Trust Alliance regarding their policy.

Re: Biehn property, the closing date is pending.

The Commission discussed possible ways of honoring Jere Ross.

On the motion of T. Miller and the second of W. Perlman, the Commission voted unanimously to adjourn the meeting at 8:30 p.m.
