Present: David Pattee, Chairman; William Hill; Stuart Green; Susan Robinson; Tina Miller; Wallace Perlman.
The Chairman called the meeting to order at 7:30 p.m.
I. APPROVAL OF MINUTES – Minutes of November 15, 2016;
Site Inspection Minutes November 19, 2016, Stepney Road Bridge
App. #16-11, 7 Great Pasture Rd., Emerson
On the motion of W. Perlman and the second of S. Green, the Commission voted unanimously to approve the 11/15/16 Meeting Minutes as amended: Page 2, 8th item under “Chairman’s Report”, change to “The Biehn property is being considered as an option for Ms. Robinson’s CT Botanical Society Field Trip.”
On the motion of W. Perlman and the second of S. Robinson, the Commission voted to approve the 11/19/16 Site Walk Minutes. W. Hill abstained.
1. Application #16-11, Richard L. and Susan C. Emerson, 7 Great Pasture Road. Received 11/15/16. Discussion and possible vote on an application for repairs to existing stone walls and steps followed by removal of sand deposits from road drainage in small pond. Site Walk 11/19/16.
No one was present for the applicant. Site Walk findings were reviewed.
On the motion of W. Perlman and the second of S. Green, the Commission voted unanimously to approve Application #16-11.
2. Application #16-12, Bonnie Ensor (owner), Harding Builders (Bill Harding, agent), 87 Old Stagecoach Road. To receive and discuss an application for a septic repair within 82’+/- of a regulated area.
Bill Harding was present for the applicant. The proposal was reviewed. Additional mapping is pending for review at the next meeting. A Site Walk is scheduled for Sat., 12/10/16 at 8:00 a.m. Mr. Harding was requested to stake the two ends of the proposed galley location.
III. REVIEW OF CONSERVATION COMMISSION FEES
Current fees were reviewed.
On the motion of T. Miller and the second of W. Perlman, the Commission voted unanimously to present the current fee schedule to the Board of Selectmen.
IV. CHAIRMAN’S REPORT
An aerial photo was reviewed re: Town-owned open space near pond on Dan Beard Lane. D. Pattee will discuss possible action with J. Pemberton.
Site Walk findings of Stepney Road Bridge repair were reviewed. The rip rap on the side of the bridge on the south side next to Valley Road will be pulled back to look more natural.
Stuart Green reviewed an email re: ATV use on Valley Road. The Commission discussed a possible update to the current ordinance re: motorized vehicles including ATVs.
Re: Biehn property, plans will be made to cut off the white pipes.
Stuart Green is reviewing neighboring town dog ordinances in an effort to find appropriate wording for a Town dog ordinance as it relates to Redding trails.
The CT Audubon Society State of the Birds Report is available for review.
Susan Robinson reviewed the ongoing garbage can maintenance problem in Georgetown. D. Pattee will review the status with J. Pemberton.
A complaint has been received re: valet parking at Washington Prime in Georgetown and consequent road obstruction.
Mr. Pattee received a spreadsheet from Finance Director Steve Gniadek re: budget and noted that funds have been added for trail maintenance.
Tina Miller will be the contact on behalf of the Commission to pursue naming a trail and Jere and Jane Ross.
Sean McNamara is writing the Open Space Management Plan.
On the motion of T. Miller and the second of W. Perlman, the Commission voted unanimously to adjourn the meeting at 9:20 p.m.
