MINUTES
Tuesday, December 15, 2015
7:30 p.m. – Old Town House

Present: Wallace Perlman, seated as Chairman; Susan Robinson; William Hill; Stuart Green; Tina Miller.  Absent: David Pattee, Chairman; Joseph Beres

The Chairman called the meeting to order at 7:32 p.m.

I.          APPROVAL OF MINUTES -Minutes of December 1, 2015

On the motion of T. Miller and the second of W. Hill, the Commission voted unanimously to approve the 12/1/15 Meeting Minutes.

On the motion of S. Green and the second of S. Robinson, the Commission voted to approve the 12/6/15 Site Walk Minutes as corrected.  W. Hill and T. Miller abstained for non-attendance.

II.        REGULATORY

Application #15-11, Thomas Kirk and Kathleen Joyce (owners), Nazzaro, Inc. (agents), 222 Redding Road. Received 12/1/15. Discussion and possible vote on an application for necessary tree removal, bridge and supports removal, installation of HDPE pipes, construction of headwalls and restoration of driveway surface associated with Bridge Replacement.  Site Walk 12/6/15.

J. Nazzaro was present for the applicant. W. Perlman clarified used of HDPE pipes instead of HOPE pipes as noted on the agenda. Mr. Perlman noted receipt of a letter from ZEO/WEO A. Pardee noting her concern re: proposed pipe and water volume.

A Site Walk is scheduled for Mon., 12/21/15 at 3:30 p.m. for further evaluation of issues noted in A. Pardee’s letter.

Application #15-02, Patricia Sovern (owner), Kling Brothers Builders, LLC (agent), 464 Black Rock Tpke.  Received 12/1/15. Discussion and possible vote on an application to construct a new second story addition, new wood deck and masonry patio and new septic system within the regulated area. Site Walk 12/6/15.

Keith Kling was present for the applicant.  Stockpile location was delineated on the drawing.

On the motion of W. Hill and the second of S. Green, the Commission voted unanimously to approve Application #15-12.

Application #15-13, 284 Umpawaug Holdings, LLC (owners), Michael Mazzucco, P.E. (agent), 286 Umpawaug Road.  Received 12/1/1/5. Discussion and possible vote on an application to construct new single-family dwelling, driveway, septic system and well within the regulated area. Site Walk 12/6/15.

M. Mazzucco was present for the applicant.  Site Walk findings were reviewed and Mr. Mazzucco confirmed the driveway entrance has shifted south 50 feet.

On the motion of S. Green and the second of W. Hill, the Commission voted unanimously to approve Application #15-13.

Application #15-14, Sterlhen LLC/Marie C. Henry, 475 Newtown Turnpike (formerly 327 Black Rock Tpke). To receive and discuss an application to construct driveway to a single-family dwelling and accessory dwelling/cottage and review updated approved map.

Marie Henry was present. The proposal and drawing were reviewed.

A Site Walk is scheduled for Mon., 12/21/15 at 4:00 p.m. Mr. Perlman requested placement of stakes at the four corners of the proposed cottage location.

III.       CHAIRMAN’S REPORT

S. Green reported on recent chainsaw work.

S. Robinson has a replacement board for an area on the Rock Lot. She also reported that 6 yds. of gravel were spread at the entrance of Gilbert-Miller Park.

An estimate for Lonetown Marsh boardwalk is pending.

On the motion of T. Miller and the second of W. Hill, the Commission voted unanimously to adjourn the meeting at 8:25 p.m.
