Minutes of Site Inspection

LOCATION: Stepney Road Bridge
DATE:          November 19, 2016
TIME:          8:00 AM

PRESENT:
COMMISSION:
D. Pattee,  S. Robinson
OTHER:
J. Pemberton, S. McDonnell – WMC, J. Wengell – WMC, J. Wengell – WMC, E. Lazo-Wasem, J. Lazo-Wasem, T. Welles, A. Rosenberg, B. Rosenberg, J. Curtis

The Commission members, along with other town officials, the engineers, and neighbors, inspected the areas surrounding the bridge, both upstream and downstream.  The stone-lined areas downstream were of concern in that non-native rock had been used to stabilize the banks rather than rounded stones usually found along streams and their banks.  Questions as to the location of the stones along the west bank of the river, possibly creating a damming effect, thereby preventing the preconstruction flow patterns.

E. Lazo-Wasem walked under the bridge to stir up the siltation that has occurred that covers the stone lined river bed. The cause of the siltation appears to be coming from the not-yet-stabilized area to the north and east of the bridge. This area formerly had a stone-lined channel for water flow from the neighbor’s property and was covered in heavy brush. Sediment and erosion controls need to be reinstalled immediately.

The site inspection ended at 9:00 am.
