Mr. Lynch called the meeting to order at 11:08 am in the Redding Town Office Building.
APPROVAL OF MINUTES
Motion: move to accept the minutes of the August 18, 2016 meeting as submitted. Taylor/ Schmitz Approved. Unanimous.
DISCUSSION TO THE ONGOING FORECLOSURE AGAINST GLDC
Mr. Lynch stated that there is no update on the status of the foreclosure to report. Mr. Lynch has sent a memo to First Selectman Pemberton requesting an update on the town’s status. Ms. Pemberton provided the following: There is a scheduled conference with the Judge on November 16 in Hartford for the Town to present the last two years of tax liens. She will confirm the time and location to Mr. Lynch via email. Mr. Lynch will be there for GLDC.
OTHER BUSINESS
Ms. Pemberton discussed the status of Ridgefield’s Branchville TOD study for the area around the intersection of Rts 7 and 102. The town has presented the status to the Ridgefield Planning and Zoning. One of the requirements is for access to sewer processing costing approximately $2.5MM to connect. However, the capacity of the Redding sewer plant is currently reserved for the GLDC development project. The plant capacity can be upgraded by 70K gallons with appropriate approvals. There is a need to revisit the GLDC Master Plan and there are grant funds potentially available to underwrite the effort. This requires a developer willing to commit to the updated Master Plan. All o f this provides additional incentive for the town and GLDC and parties to reach an agreement on the tax lien foreclosure process.
