Present: Chairman Robert Dean, Member Anda Cumings, Alternate Jean Taylor seated for absent Zoning Commission appointee, Alternate Sherry Karraker.
Also present: Consultants Kathleen Von Jena, Stuart Reeve
Chairman Rob Dean called the meeting to order at 7:30PM.

1. Discussion of new Demolition Application -244 Black Rock Turnpike
Robert Dean presents the new application, which is a partial demolition of a home at 244 Black Rock Turnpike that is to be followed by a two story addition. All present view the architectural blueprints. Jean Taylor presents old photos from Mark Twain Library archives of the original house at this location.
Robert Dean moves that a full review as to historical sensitivity be done in regards to the demolition application submitted for 244 Black Rock Turnpike. Jean Taylor seconds, motion passes unanimously.
The committee agrees that a site visit should take place as soon as possible to allow for sufficient time for the consultants to begin their work. Robert will call Carol of the Land Use Office and have her contact the property owner to schedule the site visit for Monday, March 24th at 6PM. The next meeting of the Committee to discuss the consultants’ reports and the observations made at the site visit is scheduled for Thursday, April 3rd at 7:30PM.

2. Discussion of 164 Umpawaug Road Barn-application currently on 180 day delay
Robert Dean asks for suggestions for reaching out to the property owner for possible mitigation. It appears that the barn will be eventually lost. Kathleen Von Jena suggests that it may be possible to commission an architectural survey of the barn by contacting the Connecticut Trust for Historical Preservation. Alternatively, it may be possible for this to be accomplished without outside assistance using the research and documentation already done by the Town consultants. Kathleen will look into this. She is also not averse to contacting the homeowner to see if there is some hope that the barn can be preserved.

3. Review of Demolition Delay Ordinance language
Robert Dean has not been able to locate in the Town records a final conforming language copy of the Demolition Delay Ordinance. Anda Cumings and Kathleen Von Jena are to search the Town meeting minutes to find this and distribute it to the Committee members before the next meeting. The need to edit the Ordinance and clarify the language has been identified, and this effort has already been started by the Land Use office. Committee members are urged to come up with suggested changes to be discussed at the next meeting.

Robert Dean moves to adjourn the meeting, seconded by Jean Taylor.
The meeting is adjourned at 9:15PM.
