MINUTES OF SPECIAL MEETING
Monday, January 30, 2017
7:30 PM, Old Town House
Present: Chairman Raymond D’Angelo, Vice Chairman Matt Lecher, Secretary Anda Cumings, alt. Sherry Karraker, alt. Jean Taylor, Land Use Coordinator Jo-An Brooks, town counsel attorney Peter Olsen
Chairman Raymond D’Angelo calls the meeting to order at 7:35PM.
I. Approval of Minutes, Meeting of December 1, 2016
Matt Lecher motions to accept the minutes as submitted, seconded by Raymond D’Angelo. The motion is accepted unanimously.
II. Revision of Demolition Delay Ordinance- Discussion with atty. Peter Olsen
Peter Olsen presents to the Committee his completed draft of a revised Demolition Delay Ordinance. Proposed changes clarify the timing and substance of Committee responsibilities. Certain ambiguities in the original document are eliminated, such as use of the term “historic sensitivity”. There is extended discussion by all in attendance. Per this draft, the size of the Committee remains 3 regular members and 2 alternates. Advantages and disadvantages of a larger committee are evaluated. Peter recommends that the Committee have a regular meeting day. This can be voted on and adopted by the Committee. If adopted, the Town Clerk is to be officially notified of this fact and presented with an annual meeting schedule.
Peter Olsen makes additional edits to his draft from comments made. He is to distribute another draft to the Committee via email within the week for continued review and a possible vote at the next meeting. Jo-An Brooks would like to have Stuart Reeve read and comment on the draft, as he had been the author of the original ordinance. Raymond will copy Stuart.
III. Committee Business-Chairman’s Report
Raymond D’Angelo sets the next meeting for Thursday, February 16 at 7:30PM. Secretary Anda Cumings is to set up a calendar of regular meetings the first and third Thursdays of every month, with the exception of holidays and similar conflicts. Special Meetings can still be held at any time, and unneeded regular meetings can be canceled. This is to be discussed further at the next meeting, as will the final draft of the revised Demolition Delay Ordinance.
Matt Lecher moves that the meeting be adjourned. Seconded by Anda Cumings. The meeting is adjourned at 9:00PM.
