MINUTES OF MEETING
Thursday, November 19, 2020 7PM
Zoom Meeting
Present: Chairman Ray D’Angelo, Secretary Anda Cumings, Vice Chairman Matt Lecher, alternate Jean Taylor, alternate Sherry Karraker, Land Use and Zoning enforcement officer Aimee Pardee, property owner Chris Rotundo, representatives of Westchester Modular Homes David Dillman, Donald O’Brien and Kevin McSherry, Redding resident and representative of CTDAR Louise Wagner.
Ray D’Angelo started the meeting at 7:00PM.
I. Minutes of Last Meeting, August 15, 2019. Ray D’Angelo seats Sherry Karraker for purposes of voting on the last meeting minutes, as Matt Lecher was not in attendance at that meeting. Anda Cumings reads the minutes out loud. Ray asks if there are any modifications, and there are none. Sherry Karraker motions that the minutes be accepted without change, Ray seconds, all vote in favor. Ray unseats Sherry and the Committee resumes with Matt Lecher as a voting member.
II. Demolition Application dated 11/02/2020 for 32 Long Ridge Road, owners Chris and Toni Ann Rotundo. Ray opens the discussion for this application. Previous to the meeting, the Land Use Office has made available to the Committee a copy of the property field card, the property map, the demo application, information from historian Bruce Nelson, and a report from archeologist and historian Stuart Reeve. Committee members have viewed the property from the road, and the house has also been visited and viewed in more detail by the Land Use Officer. Ray calls attention to the fact that the land card dates the building as 1810 construction, but that Stu’s research shows that this is an error and that the house is likely to be dated as circa 1910. Anda Cumings notes that the fire damage to this property is profound, and had there been any items or areas worthy of preservation or restoration, they would likely have been destroyed. Ray further points out that Stu’s report indicates that there is no evidence of any archeological or historical significance to this property. The original construction has been altered by various additions and repairs over the years. Representatives of the builder express their desire to get the Rotundo family into a new home as soon as possible. Owner Chris Rotundo had no additional information to add to what has already been made available to the Committee. Matt Lecher motions that the 180- day demolition delay ordinance be waived for this application. Anda seconds, all vote in favor.
III. Chairman’s Report. There is no official Chairman’s Report. Anda comments that she will be submitting a 2021 HRC calendar to the Town, and it will continue to reflect the meeting day as the third Thursday of each month at 7PM.
