Present: Diane Taylor, Alt.; James Bacon; Nancy King; Toby Welles; Anda Cumings, Alt., seated for J. Sarnelli; R. O’Brien, Alt.

Absent: Jerry Sarnelli

The Chairman called the meeting to order at 7:30 p.m.

I. APPROVAL OF MINUTES -Meeting of 5/13/14

On the motion of J. Bacon and the second of T. Welles, the Commission voted unanimously to approve the 5/13/14 Meeting Minutes.

II. ADMINISTRATIVE

  • Sight Line Problems: 56 Marchant Road. To resolve.
    T. Welles reported on his conversation with Highway Superintendent, J. Hanson. An engineering plan and budget will be submitted re: speed hump construction.
  • Request for Plantings, 187 Umpawaug Road – A Designated Scenic Road. Greg Young, owner. Andrew Brodtman, Twombly Nurseries, agent. Discussion, review plans.
    N. King and R. O’Brien revised the list of approved plants with Mr. Brodtman. The list will be incorporated into a draft for future roadside Scenic Road planting plans.
  • Request for Plantings, 206 Umpawaug Road. Discussion of easement.
    Mr. Rhodin was present. D. Taylor stated that J. Brooks reviewed the proposed easement amendment with Commission Counsel.

N. King reviewed the proposed planted landscape buffer. A formal letter requesting a review of the “Scenic        Easement” will be submitted and discussion will continue.

  • Section 4.3 Roads and Driveways and Section VIII Definitions to review for revision.
    Discussion tabled until the next meeting.
  • Letter re: merger of Regional Agencies. Discussion.
    Discussion tabled pending receipt of T. Welles’ draft letter.
  • Cell Tower: Response to Siting Council application on file at Land Use Office and Town Clerk’s office.
    On the motion of T. Welles and the second of J. Bacon, the Commission voted unanimously for J. Brooks and T. Welles to send a letter to the Commission of the Siting Council conveying the belief of the Planning Commission, which is that we are not convinced 150 feet is essential, and that coverage mapping for 105 feet needs to be provided showing the lowest possible height on the tower. Following submission of the mapping, the Commission will submit its opinion to the State Siting Council.
  • Referral from Zoning: Amend Zoning Regulations to adopt Incentive housing Zones. Public Hearing 6/25/14.
    On the motion of T. Welles and the second of N. King, the Commission voted unanimously to endorse the amendment to the Zoning Regulations to adopt Incentive Housing Zones as it is in conformance with the Town Plan of Conservation & Development.
  • Referral from Zoning: Amend Zoning Regulations for a one-year moratorium on medical marijuana dispensaries. Public Hearing 6/25/14.
    On the motion of J. Bacon and the second of T. Welles, the Commission voted unanimously to endorse the amendment to the Zoning Regulations for a one-year moratorium on medical marijuana dispensaries as it is in conformance with the Town Plan of Conservation & Development.

III. PRESENTATION. NOT FOR ACTION CURRENTLY.

  • Reference Application #505, Lot 3, 16 Costa Lane. Petra Koegel, owner, ZBA approved location of dog kennel and shed outside the Zoning setbacks. Location approved by Planning. To submit a map showing the adjusted Building Construction Restriction Line. Reminder letter from Land Use Coordinator 7/17/14; 4/16/14.
  • Town Plan of Conversation & Development. Discussion recommendation for action.
  • Sight Line Regulations. Zoning, Police Chief, Highway Superintendent.
  • Subdivision Application #402, 2 John Todd Way, Lot One. Request to alter Building Construction Restriction Line.Andrew Wertheim and Sybil Peyer (owners), Nick Nelson (agent). Site Walk 3/29/14. Discussion 4/8/14. Map submitted with application.
  • Subcommittee list to review, attached. Nancy has 5 and Toby has 3 +3 alternates.
    Lisa Lind Larson – Proposed Conservation Easement – Discussion.
    Scenic Road Monitoring. Volunteers’ Reports.

IV. CHAIRMAN’S REPORT

The Connecticut Commissioner of Housing will be meeting with J. Pemberton on 5/28/14 at 12:30 p.m.

Town Hall-style meeting will be held 5/29/14 at the Mark Twain Library with John Shaban at 6:30 p.m.

On the motion of T. Welles, the Commission voted unanimously to adjourn the meeting at 8:40 p.m.
