MINUTES
Tuesday, March 9, 2021

7:30 p.m. – VIA ZOOM

Present: Toby Welles, Chairman; Dan Barrett; Chuck Cilo, Alt., seated for R. O’Brien until 7:35 p.m.; Anda Cumings; Steve Gagnon; Regina O’Brien, seated at 7:35 p.m.; James Bacon, Alt.; Phyllis Rhodes, Alt.; members of the public.

Also present:   Aimee Pardee, Land Use Director

The Chairman called the meeting to order at 7:31 p.m.

I. APPROVAL OF MINUTES– Meeting of February 23, 2021

On the motion of D. Barrett and the second of C. Cilo, the Commission voted unanimously to approve the 2/23/21 Meeting Minutes as amended: Page 2, first item under “Chairman’s Report”, second sentence, change to “He said that they need some minor revisions which will be facilitated by Glenn Chalder of Planimetrics.”

II. ADMINISTRATIVE

  1. Referral from Zoning:28 Black Rock Turnpike.  Jennifer Davies (owner), Joe LaValle (agent).  Request for a Special Use Permit for an Accessory Apartment.  Public Hearing scheduled for March 10, 2021.  To Discuss and Vote.
    Chairman Welles reviewed the referral. It was confirmed that the use is for a family member and utilizes the existing footprint.  A. Pardee confirmed that a new map is not needed.
    Mr. Gagnon motioned and Mr. Barrett seconded the motion to forward a positive referral to the Zoning Commission noting that the request is in accordance with the Town Plan of Conservation & Development.  The motion passed unanimously.
  1. Reference Subdivision Application #502, 24 and 26 Diamond Hill Road.
    Andrew P. Kern (owner).  To discuss merger of 24 and 26 Diamond Hill Road.Andrew Kern was present via ZOOM.  The proposal was reviewed.  Mr. Welles noted the absence of a topography map.  A. Pardee stated that the lots are relatively level.
    A Site Walk is scheduled for Sat., 3/13/21 at 9:00 a.m.

III. CHAIRMAN’S REPORT/DISCUSSION

Mr. Welles reported on his mapping review with Glenn Chalder re: final mapping for the Town Plan of Conservation & Development.  A final review will be taking place before the project is complete.

The proposed Blight Ordinance is tabled pending an in-person public forum.

Chuck Cilo has agreed to be the Planning representative on the Water Pollution Control Commission.

The Commission commended James Bacon on his recent birthday and thanked him for his commitment to the town.

On the motion of S. Gagnon, the Commission voted unanimously to adjourn the meeting at 7:48 p.m.
