MINUTES

Tuesday, November 9, 2021
7:30 p.m. – VIA ZOOM

Present: Toby Welles, Chairman; Dan Barrett; Chuck Cilo, Anda Cumings; Steve Gagnon; Regina O’Brien.

Absent: Phyllis Rhodes, Alt.; James Bacon, Alt.

Also present: Aimee Pardee, Land Use Director
Julia Pemberton, First Selectwoman

The Chairman called the meeting to order at 7:30 p.m.

I. APPROVAL OF MINUTES – Meeting of October 26, 2021

Mr. Barrett motioned and Mr. Cilo seconded the motion to approve the 10/26/21 meeting Minutes as amended: add Regina O’Brien to “Present”. The motion passed unanimously.

II. PENDING. POSSIBLE DISCUSSION. PUBLIC HEARING TO OPEN 11/23/2021
1. Subdivision Application #529, 36 Whortleberry Road. Yishaya Marks (owner), McChord Engineering Associates, Inc. (agents). Proposed subdivision of 12.763 acres into 3 lots. Received 8/24/2021. Site Walk 9/19/2021. Awaiting consultant’s report.

Additional mapping incorporating steep slopes and outcroppings is pending for review at the Public Hearing scheduled to open 11/23/2021.

III. REGULATORY
1.Subdivision Application #506, 220 Umpawaug Road. William and Robin Bishop, owners. Proposed change to the fence design along a Scenic Road.

The builder was present via ZOOM. The proposed change to a more transparent style fencing was reviewed in detail accompanied by drawings. Maple trees are also being planted. Mr. Welles noted that the trees are proposed in the town right-of-way. The builder responded that the plan was approved on 8/27/19.

Lighting concerns were noted. Mr. Welles suggested ground facing rather than up-lighting styles and acknowledged that lighting is not the purview of the Planning Commission. R. O’Brien stated that there are town regulations re: lighting.

Mr. Welles motioned and Mr. Gagnon seconded the motion to approve the fence and note receipt of descriptive material on lighting and bulbs being shielded on the light by the gate. The motion passed unanimously.

2. Subdivision Application #504, 38 Mountain Road. Estate of Rose Natalie (owner), Chris Curnan (contract purchaser). Request to modify approved buildable area.

Chris Curnan was present via ZOOM. The proposal was reviewed and a site walk is scheduled for Sat., 11/13/2021 at 9:00 a.m. Mr. Curnan reported that the area has been staked by S. Trinkaus.

3. Referral from Zoning: 37 Lonetown Road. Town of Redding (owners), Rob Blick (agent). Request for Site Plan Amendment for installation of pavilion at the Redding Community Center.

Julia Pemberton described the plans in detail.

Mr. Welles motioned and Mr. Barrett seconded the motion to forward a positive response to the Zoning Commission noting that the proposed pavilion comports with the Town Plan of Conservation & Development.

IV. ADMINISTRATIVE

1. Nomination of Officers
Discussion tabled pending end of present term for Chairman Welles.

V. CHAIRMAN’S REPORT/DISCUSSION

No items.

Mr. Gagnon motioned to adjourn the meeting at 8:05 p.m. The motion passed unanimously.
