Minutes

Present: Diane Taylor, Chairman; Nancy King; Donald Stroetzel; James Bacon, Alt., seated for T. Flagg; Regina O’Brien, Alt., seated for T. Welles.

Absent: Thomas Flagg; Toby Welles; Jerry Sarnelli, Alt.

Also present: Jo-an Brooks, Land Use Coordinator
John Hayes, Town Planning Consultant

The Chairman called the meeting to order at 7:31 p.m.

I. APPROVAL OF MINUTES -Meeting 7/23/13

On the motion of D. Stroetzel and the second of N. King, the Commission voted unanimously to approve the 7/23/13 Meeting Minutes.

II. PUBLIC HEARING(S) TO OPEN
1. S.R. 4.8 Revision: Discussion. Possibly Close Public Hearing and Vote.

S. Reeve and K. von Jena were present. The Public Hearing was opened and revisions were reviewed. No one was present from the public. The Public Hearing was closed.

On the motion of N. King and the second of D. Stroetzel, the Commission voted unanimously to approve the revised S.R. 4.8.

2. Amendment to S.R. 8.1.36 Building Construction & Restriction Line and addition of S.R. 8.1.34 Buildable Area: Discussion. Possibly Close Public Hearing and Vote.

The Public Hearing was opened. No one was present from the public. The Public Hearing was closed.

On the motion of J. Bacon and the second of D. Stroetzel, the Commission voted unanimously to approve the Amendment to S.R. 8.1.36.

3. Moved to Administrative #4.

III. ADMINISTRATIVE
1a. Draft Demolition Ordinance. Discuss and recommend to Selectmen for a Town Meeting vote.

Current revisions were reviewed in detail.

On the motion of N. King and the second of R. O’Brien, the Commission voted to approve and forward to the Board of Selectmen. J. Bacon abstained.

1b. Referral from Zoning, Proposed Amendment to Zoning Regulations, Section 5.9.6, Municipal Signs. Public Hearing 9/11/13. To Vote.

The referral was reviewed and the Commission concurred to send a letter to Zoning noting their concerns.

2. Referral from Easton, Proposed Amendment to Easton Zoning Regulations, Section 8-7d, Pre-existing Farm and Forest Activities. Public Hearing 8/26/13. To Vote.

J. Hayes read his report and the referral was reviewed in detail. The Commission concurred to forward a negative letter to the Town of Easton.

3. Incentive Housing Zones: Discussion. Possible Vote.

J. Hayes and N. King reviewed the current status. Final images are pending. N. King will email Commission members on 8/14/13 with the date an emailed packet in pdf format and a hard copy will be available.

IV. PENDING
1. Reference App. #505, Lot 3, Petra Koegel, owner, 16 Costa Lane. ZBA approved location of dog kennel and shed outside the Zoning setbacks. Location approved by Planning. To submit a map showing the adjusted Building Construction Restriction Line. Reminder letter from Land Use Coordinator 7/17/13.
2. Town Plan of Conservation & Development. Discuss recommendations for action.
3. Scenic Road Monitoring. Reports. (Status of wood chips on Umpawaug & Marchant).
4. Reference Sub. App. #391, Lot #8-A, 163 Sunset Hill Road, Kathlene Tracy. Request to create an additional driveway entrance.

J. Brooks will send a follow-up letter to Ms. Tracy re: status.

V. CHAIRMAN’S REPORT
Upcoming Meetings, CT Trust for Historic Preservation, 8/29/13.
On the motion of J. Bacon, the Commission voted unanimously to adjourn the meeting at 9:55 p.m.
