Present: Diane Taylor, Chairman; James Bacon; Anda Cumings; Nancy King; Michael Nostin, Alt., seated for Toby Welles; Regina O’Brien, Alt.

Absent: Toby Welles

The Chairman called the meeting to order at 7:30 p.m.

I. APPROVAL OF MINUTES – Meeting of 9/23/14

On the motion of N. King and the second of A. Cumings, the Commission voted to approve the 9/23/14 Meeting Minutes. J. Bacon and M. Nostin abstained.

II. ADMINISTRATIVE
1. Application #506, Jose Goncalves, 220 Umpawaug Road. Request to enlarge Building Construction & Restriction Line a short distance.

J. Goncalves was present for the property owner, Mr. Bishop. Drawings were displayed and the proposal was reviewed.

Site Walks will be conducted on an individual basis.

2. Referral from Wilton. Amendments to Zoning Regulations re production and sale of medically prescribed marijuana. TO VOTE P.H. 10/27/14.

D. Taylor reviewed a report from J. Hayes.

On the motion of J. Bacon and the second of A. Cumings, the Commission voted unanimously to send a favorable response noting that the proposed Amendments are in accordance with the Town Plan of Conservation & Development and with the condition to add a provision re: sight lines and schools.

3. Amendments to Standard Conditions.

Discussion tabled until the next meeting.

4. Section 4.5 rewritten by Milone & MacBroom. To review.

5. Appointment of Planning Commission Monitor for Limekiln, Pine Tree and John Read Roads.

Discussion tabled until the next meeting.

6. Discussion of Scenic Roads that need attention per advice of Planning “Monitors” or request of resident i.e.:
1. Please drive Umpawaug Road before the meeting and review the drainage created along the west side, south of Topstone in terms of scenic character.
2. Please drive Pine Tree Road and review the safety issues in regard to the Scenic Road parameters.
3. Please drive Limekiln Road in regard to previous complaints and new one at #38. Garbage dumped on Town right-of-way.

Discussion tabled pending Commissioner completion of road inspections.

III. PENDING ITEMS – NOT CURRENTLY FOR ACTION
1. Ref. App. #505, Lot 3, 16 Costa Lane. Petra Koegel, owner. ZBA approved location of dog kennel and shed outside the Zoning setbacks. Location approved by Planning. To submit a map showing the adjusted Building Construction Restriction Line. 6/5/14 contacting engineer.
2. Town Plan of Conservation & Development. Discuss recommendations for action.
3. Sight Line Regulations. Discussion with Zoning, Police Chief, Highway Superintendent.

IV. CHAIRMAN’S REPORT
1. Read Pre-Application letter re: consultants.

Discussion tabled pending distribution of Pre-Application letter.

2. D. Taylor noted receipt of an email from Daisy Shelley reporting that the sample section of the repaired stonewall is forthcoming.

On the motion of J. Bacon, the Commission voted unanimously to adjourn the meeting at 7:50 p.m.
