Present: Diane Taylor, seated at 7:40 p.m.; James Bacon; Nancy King; Toby Welles, seated as Chairman until 7:40 p.m.

Absent: Anda Cumings; Michael Nostin, Alt.; Regina O’Brien, Alt.

Also present: Jo-an Brooks, Land Use Coordinator
John Hayes, Town Planning Consultant

The Chairman called the meeting to order at 7:35 p.m.

I. APPROVAL OF MINUTES – Meeting of 3/10/15

On the motion of N. King and the second of J. Bacon, the Commission voted unanimously to approve the 3/10/15 Meeting Minutes.

II. PRESENTATION. SCHEDULE SITE WALK AND PUBLIC HEARING:
Subdivision Application #526, Willard and Catherine Rowley (owners)-“Old Stone Estates, LLC”, P.W. Scott Engineering & Architecture, PC (agent), 12 Marchant and 55 Chestnut Woods Roads. Proposed subdivision of 65.60 acres into 12 lots. App. #525 withdrawn at Meeting of 2/24/15. Received 3/10/15.

P. Scott and Gail Guillet from City/Scape Cultural Resource Consultants were present for the applicant. D. Taylor noted that the Public Hearing will open on May 14, 2015.

P. Scott displayed and reviewed the new application. Reports from Ms. Guillet were distributed and reviewed. Review of testing on Lot 12 was discussed and testing in the proposed open space area will be addressed with applicant and Commission Counsel for further discussion. P. Scott requested a testing plan prior to any additional testing.

Per Mr. Scott, responses to the Town Engineer Report have been issued.

J. Hayes noted his concerns after reviewing the proposal. His written report is forthcoming. S. Reeves reviewed items of concern as noted in his submitted report. He will submit an addendum if any new concerns are noted.

On the motion of N. King and the second of T. Welles, the Commission voted unanimously to add Administrative 2B, referral from Danbury, to the Agenda.

III. ADMINISTRATIVE
1. John Murren requests discussion of Main Street, Georgetown.

John Murren was present on behalf of the Georgetown Village Restoration Inc. Mr. Murren requested a timeline for parking enhancements promised in exchange for land taken for the Town purchase of frontage. He requested a new Parking Commission to address ongoing parking issues. Ralph Bosch noted his frustration with the burden on ratepayers of the district and the status of GLDC re: tax burden.

A letter will be sent to the Zoning Commission and Selectmen requesting a joint meeting for further discussion.

2A. Mark Herman requests discussion of Topstone Road condition.

Mark Herman reviewed the road conditions and safety issues on Topstone Road. He reported that school buses currently do not drive on Topstone to pick up students.

Drainage issues and the condition of the road construction were discussed. J. Brooks stated that the road needs to be analyzed re: road construction in order to provide a reasonable level of maintenance.

A letter will be written to the Highway Dept. and Board of Education noting that Topstone Road is a Town road and requesting a review of the road construction.

2B. Referral from Danbury. 193-195 Long Ridge Road.

After review of the proposal, Commissioners concurred that additional information is required before making a decision. Concerns are excessive lighting, the need to determine the number of services being held in addition to the number of cars and anticipated parishioners.

A letter will be written requesting the additional information.

3. Scenic Road Monitoring. If any issues since last review. Volunteer needed for Chestnut Woods Road.

No new observations were noted. N. King added Chestnut Woods Road to her Scenic Road assignments.

4. State Legislation: To prioritize issues: R. O’Brien and J. Bacon.

J. Bacon will meet with J. Brooks to review current issues and report back at the next meeting.

IV. PENDING ITEMS- NOT CURRENTLY FOR ACTION
1. Reference App. #505, Lot 3, 16 Costa Lane. Petra Koegel, owner. ZBA approved location of dog kennel and shed outside the Zoning setbacks. Location approved by Planning. To submit a map showing the adjusted Building Construction Restriction Line. 6/5/14 Petra to contact engineer.
2. Town Plan of Conservation & Development. Discuss recommendations for action.
3. Sight Line Regulations. Discussion with Zoning, Police Chief, Highway Superintendent.
4. Jose Goncalves, App. #506, Lot 2, 220 Umpawaug Road. Request to enlarge Building Construction & Restriction Line a short distance. Need map showing new line.
5. 163 Umpawaug Road, Ed Kilian. Request to reconstruct stonewall on a Scenic Road.
A letter from E. Kilian was read re: stonewall. Commissioners will review the stonewall now that the weather has improved and a report will be issued within a week.

6. Section 4.5. Final to consultants for review.

V. CHAIRMAN’S REPORT

No items.

On the motion of T. Welles, the Commission voted unanimously to adjourn the meeting at 9:45 p.m.
