Minutes

Present: Diane Taylor, Chairman; James Bacon; Anda Cumings; Nancy King; Toby Welles; Michael Nostin, Alt.; Regina O’Brien, Alt.

Also present:   Jo-an Brooks, Land Use Coordinator and John Hayes, Town Planning Consultant

The Chairman called the meeting to order at 7:34 p.m.

APPROVAL OF MINUTES -Meeting of 10/13/15

On the motion of A. Cumings and the second of J. Bacon, the Commission voted unanimously to approve the 10/13/15 Minutes.

II.  SIDECUT ROAD – Designated Scenic Road

Request by Redding Conservation Commission to improve parking area at Trailhead of Bogus Brook Trail off Sidecut Trail off Sidecut Road. To discuss and vote.

David Pattee and Stuart Green were present for the Conservation Commission. D. Taylor read a letter from Sidecut Road resident A. Eriksen. A phased approach was discussed.

J. Brooks reported that J. Pemberton is reviewing Town liability. S. Green confirmed that signs stating that crossing the railroad tracks is prohibited are located on each side of the track.

On the motion of J. Bacon and the second of T. Welles, the Commission voted unanimously to approve a reduced gravel parking area approximately 60 feet in length abutting the entrance to the Bogus Brook Trail.

On the motion of T. Welles and the second of A. Cumings, the Commission voted unanimously to limit the parking area to gravel at grade to a width not to exceed 12’ from the edge of the paved portion of the road.

III.  ADMINISTRATIVE

1.  Subdivision App. #467, Lot #K8, 63 Fire Hill Road, Heather Sung and Kirt Fredrickson, owners. Request to extend patio outside of the Buildable Area.

Heather Sung was present. The proposal was reviewed in addition to photos and maps.

On the motion of T. Welles and the second of J. Bacon, the Commission voted unanimously to approve moving the westerly line 15’ west, parallel to the current line, to accommodate the hot tub and patio area..

2.  Request to Consider Sidewalks- Route along Route 107 near the Redding Elementary School and Route 59 near the high school. Laura D’Onofrio.

T. Welles read a letter from Redding resident Lauran Cunningham D’Onofrio. A report from J. Hayes was read into the record by T. Welles.

The proposed sidewalk locations are on State easement area, therefore, Ms. D’Onofrio will be referred to the Board of Selectmen.

Town Report. Discussion.

J. Bacon and J. Brooks reviewed items for inclusion.

IV. PENDING

  1. Ref. App. #505, Lot 3, 16 Costa Lane. Petra Koegel, owner. ZBA approved location of dog kennel and shed outside the Zoning setbacks. Location approved by Planning. To submit a map showing the adjusted Building Construction Restriction Line. 6/5/15—Petra to contact engineer.
  2. Town Plan of Conservation & Development. Discuss recommendations.
  3. Sight Line Regulations. Discuss with Zoning, Police Chief, Highway Superintendent.
  4. Cul de Sac Design and Maintenance to coordinate Highway Department needs and Planning Regulations.

CHAIRMAN’S REPORT 

D. Taylor read a draft letter to the First Selectmen re: drainage on Marchant Road, Vanoni/Heyman.

On the motion of T. Welles, the Commission voted unanimously to adjourn the meeting at 9:00 p.m.
