Present: Diane Taylor, Chairman; James Bacon; Anda Cumings; Toby Welles; Laura Hoeing, Alt.; Michael Nostin, Alt., seated for N. King; Regina O’Brien, Alt.

Absent: Jo-an Brooks, Land Use Coordinator and Nancy King

Also present:    John Hayes, Town Planning Consultant, and Doug Fuchs, Police Chief

The Chairman called the meeting to order at 7:35 p.m.

I.          APPROVAL OF MINUTES   -Meeting of 11/24/15
On the motion of T. Welles and the second of A. Cumings, the Commission voted to approve the 11/24/15 Meeting Minutes. J. Bacon and R. O’Brien abstained.

II.         ADMINISTRATIVE
Alteration to 286 Umpawaug Road, a Scenic Road, 284 Umpawaug Road, owners. Request from Michael Mazzucco, P.E., agent, to alter the driveway entrance including the stone wall.

M. Mazzucco was present for the applicant. The proposal was displayed and reviewed.

A Site Walk is scheduled for Sun., 12/13/15 at 9:30 a.m.  T. Welles suggested changing to application to “create an entrance” instead of “alter the driveway entrance.”

2.  Referral from Selectmen re Chief of Police’s proposed request to CDOT for a review of the traffic flow at the Intersections of Rt. 53 and Rt. 107 for possible changes in signage.

Police Chief Fuchs was present.  Current traffic flow problems at the Route 53 and 107 intersection were viewed in addition to possible solutions.

On the motion of T. Welles and the second of J. Bacon, the Commission voted unanimously to recommend to the Board of Selectmen to endorse the recommendation from Police Chief Fuchs for CDOT to change the traffic flow at the southern end of Route 53.

3.  Town Plan of Conservation & Development. Discuss recommendations made in each Chapter for action.

J. Hayes distributed a preliminary outline for the 2018 TPC&D including a new section re: Georgetown.  Commissioners will consider interests to be considered for inclusion.  Discussion will continue in January, 2016.

III.       PENDING
1.  Sherman Turnpike, complaint from George Zipparo.
2.  Reference App. #505, Lot 3, 16 Costa Lane. Petra Koegel, owner, ZBA approved location of dog kennel and shed outside the Zoning setbacks. Location approved by Planning. To submit a map showing the adjusted Building Construction Restriction Line. 6/5/15-Petra to contact engineer. No Response. Warning issued.
3.  Subdivision App. #467, Lot #K8, 63 Fire Hill Road, Heather Sung and Kirt Frederickson, owners. Request to extend patio outside of the Buildable Area. BCRL Map due.
4.  Sight Line Regulations. Discussion with Zoning, Police Chief, Highway Superintendent.
5.  Cul de Sac Design and Maintenance to coordinate Highway Department needs and Planning Regulations.
IV.       CHAIRMAN’S REPORT
T. Welles noted his request of major GPS mapping services to remove Pine Tree and Stepney Roads as suitable for through trucks.

T. Welles and R. O’Brien observed excessive tree trimming by Eversource.  S. McNamara was contacted and a change in trimming to every two years instead of every four years was discussed.  A list of Scenic Roads will be reviewed and Mr. McNamara will follow up with Eversource re: cost estimate.

J. Pemberton, E. Lazo-Wasem and T. Welles met with the engineer re: bridge reconstruction on Stepney Road.

J. Hayes suggested contacting the Conservation Commission re: collaborating on Open Space Plan and TPC&D.

On the motion of J. Bacon, the Commission voted unanimously to adjourn the meeting at 8:45 p.m.
