Present: Diane Taylor, Chairman; Anda Cumings; Nancy King; Toby Welles; Laura Hoeing, Alt., Regina O’Brien; Michael Nostin, seated for the vacant position.

Also present: Jo-an Brooks, Land Use Coordinator

The Chairman called the meeting to order at 7:37 p.m.

I.    APPROVAL OF MINUTES    -Meeting of 3/8/16

On the motion of T. Welles and the second of N. King, the Commission voted unanimously to approve the 3/8/16 Meeting Minutes.


1.      Referral from Selectmen, Umpawaug Road and Route 53 Bridge Reconstruction.

Police Chief D. Fuchs was present.  Construction details re: traffic were reviewed. Moveable speed humps were endorsed. Total bridge closure is scheduled for 45 days after the end of school.

John Bonsignore noted his concern re: speed onto Station Road.  Placement of a sign was suggested.

Suggestions for temporary signs should be forwarded to the Land Use Office.

2.  Wayne Jones, 7 Meadow’s Edge to discuss plow drainage and solutions. J. Hayes report from earlier complaint.

Judy Murphy, 3 Meadow’s Edge, was present for Mr. Jones who was unable to attend. She reviewed the cumulative plow damage, submitted photos and estimate for repair.

T. Welles will review the photos with Highway Superintendent Jeff Hanson and discuss possible remediation and possible use of a smaller plow.

3.  64 Cross Highway: Alteration to a Scenic Road. Request to change curb cut to improve sightlines.

Susan Lockwood was present. She reviewed the current sightline situation and submitted photographs.  D. Taylor suggested erecting stakes for individual site walks by the Commission.  Commission Consultant Steve Kochis will be requested to evaluate and submit a report.

Discussion will continue.

4.  Subcommittee Appointments. Town Plan of Conservation & Development; Scenic Roads. Discussion.

Assignments were reviewed and verified by Commissioners.

5.  Town Plan of Conservation & Development. Discussion.

J. Hayes will attend the next meeting to begin discussions on the first section.

6.  Scenic Road Monitoring per updated Subcommittee list.

Discussion tabled until the next meeting.


1.  Reference App. #505, Lot 3, 16 Costa Lane. Petra Koegel, owner. ZBA approved location of dog kennel and shed outside the Zoning setbacks. Location approved by Planning. To submit a map showing the adjusted Building Construction Restriction Line. 6/5/156-Petra to contact engineer. No response. Warning issued. Survey in progress as of 1/21/16.

2. Subdivision App. #467, Lot K8, 63 Fire Hill Road. Heather Sung and Kirt Frederickson, owners. Request to extend patio outside of the Buildable Area. BCRL map due. Survey not yet completed as of 1/21/16.

3. Sight Line Regulations and Cul de Sac Design. Discussion with Planning, Zoning, Police Chief, Highway Superintendent needed.

4. Subdivision Regulations.


D. Taylor reported that Laura Hoeing was elected Secretary of the Redding Republican Town Committee.

R. O’Brien discussed her attendance at the Saugatuck River Watershed meeting on 2/3/16.
N. King and T. Welles were given 12-year service awards on 3/17/16 by the CT Federation of Planning & Zoning.

Mid-Session Legislative Update is being held at the Mark Twain Library on 3/28/16.  There is an update in Easton on 4/4/16.

On the motion of T. Welles, the Commission voted unanimously to adjourn the meeting at 8:50 p.m.
