MINUTES
Tuesday, August 23, 2016
7:30 p.m. – Old Town House

Present: Diane Taylor, Chairman; Anda Cumings; Laura Hoeing, Alt., seated for N. King
Absent: James Bacon; Nancy King; Toby Welles; Michael Nostin, Alt., Regina O’Brien, Alt.
Also present: Jo-an Brooks, Land Use Coordinator

The Chairman called the meeting to order at 7:35 p.m.

I.   APPROVAL OF MINUTES -Meeting of 8/9/16

On the motion of L. Hoeing and the second of A. Cumings, the Commission voted unanimously to approve the 8/9/16 Meeting Minutes.

II.  ADMINISTRATIVE

  1.  Reference App. #506, Lot #2, 220 Umpawaug Road. William and Robin Bishop, owners. Brook Clark (agent). Request to alter BCRL. Final map for approval. TO VOTE. Brook Clark was present. Site walk reports were reviewed.

On the motion of A. Cumings and the second of L. Hoeing, the Commission voted unanimously to approve the request to alter the BCRL as shown on the corrected map. A final map will be submitted for recording.

2.  Reference App. #506, Lot #3, 216 Umpawaug Road. Emily Asen, owner. Request to alter driveway location. Site Walk reports. TO VOTE. Emily Asen was present.  Site Walk findings were reviewed.

On the motion of L. Hoeing and the second of A. Cumings, the Commission voted unanimously to approve the request to alter the driveway location as shown on the map.

  1. Town Plan of Conservation & Development 2008
  • Report from the Chairmen of Chapters 2, 5, 7, and 9 to discuss recommendations to be pursued currently.
  • John Hayes update on the progress of the 2018 Plan.

Discussion tabled until the next meeting.

    Discussion tabled until the next meeting.
  2. Section 4.5 Final Revision Review
    Discussion tabled until the next meeting.

III.  PENDING

  1. Subdivision Regulation Revisions.
  2. Cul de Sac Design and Sight Lines, Subdivision Regulations, Section 4.3 and Road Regulations. Meeting of Planning and Zoning designees with Highway Superintendent needed. (7 Meadow Edge problem 3/22/16.)
  3. Common Driveway Easement and Maintenance Agreement for standard use per App. #496, 7/12/16.
    J. Hayes will submit a draft for review at the next meeting.
  4. 64 Cross Highway, Susan Lockwood: Alteration to a Scenic Road. Request to change curb cut to improve sightlines approved 4/12/16 per Steve Kochis.
  5. Reference App. #348, Lot 2, 8 Putnam Hill Drive. Fred Aley, owner. Map to be submitted showing new BCRL.
  6. Reference App. #505, Lot 3, 16 Costa Lane. Petra Koegel, owner. ZBA approved location of dog kennel and shed outside the Zoning setbacks. Location approved by Planning. To submit a map showing the adjusted Building Construction and Restriction Line. 6/5/15-Second warning issued 8/9/16 re 8/31/16 deadline to submit map.
  7. IHZ Status. 1) Owner participation re changes to overlay zone on Old Mill Road (T. Welles letter.) 2) Analysis of land outside Super 7 right-of-way (T. Welles/J. Pemberton.) T. Welles will have a report for review at the next meeting.

IV.  CHAIRMAN’S REPORT

No items.

On the motion of L. Hoeing, the Commission voted unanimously to adjourn the meeting at 8:02 p.m.
