Present: Diane Taylor, Chairman; James Bacon; Anda Cumings; Nancy King; Toby Welles; Regina O’Brien, Alt.

The Chairman called the meeting to order at 7:30 p.m.

I. APPROVAL OF MINUTES – Meeting of 7/8/14

On the motion of N. King and the second of A. Cumings, the Commission voted to approve the 7/8/14 Meeting Minutes. J. Bacon and T. Welles abstained.

On the motion of T. Welles and the second of N. King, the Commission voted unanimously to add Items 1B. and 1C. to the Agenda.


1. Application for Speed Hump on Poverty Hollow Road, a Designated Scenic Road. Robert Morton.

Discussion tabled pending attendance by the applicant.

1B. 81 Pine Tree Road, Patrick Merrill/Grant Ligon.

Mr. Merrill reviewed the increased frequency of trucks in addition to tour buses and drag racers on Pine Tree Road. Issues of safety, condition of the road and police response were noted as well as enforcement of “no thru trucks” sign. D. Taylor reviewed the definition of “no thru trucks”.

Mr. Merrill requested repair of the road in addition to speed humps and enforcement of no thru trucks. He also noted the absence of a “Scenic Road” sign when entering from Easton.

Mr. Merrill was requested to document his contacts to the Police Department so the issue of response can be addressed.

T. Welles will do a road inspection and will submit a summary of the issues reviewed tonight for further discussion.

1C. Cross Highway Paving.

D. Taylor noted her disappointment in the condition of the newly paved road that is in direct conflict with submitted written requests by the Planning Commission re: road width. The difference between alterations and enhancements was noted.

T. Welles suggested a road sheet for each Scenic Road documenting specific dimensions of each road for future reference. J. Hayes concurred.

Cross Highway residents Raymond D’Angelo, President, Redding Preservation Commission and L. Heiss, Board Member, Redding Land Trust, noted their concerns re: safety and preservation of the rural character of the road.

A letter will be sent to the Board of Selectmen noting the direct violation of the Planning Commission’s directives by way of the Ordinance and stating that remediation should proceed immediately.

2. Section VIII Definitions and Section 4.6 Open Space Reservation to review for revision. John Hayes.

Final revisions were reviewed.

3. Status of Speed Humps on Marchant Road.

T. Welles will contact J. Hanson re: paving schedule.

4. Status of Limekiln Road complaint.

T. Welles reported that per J. Hanson, the area is on the Highway Dept. agenda to be re-contoured, filled and seeded with no gradient change.

5. Status of reflectors on Poverty Hollow Road.

Information and images of the proposed reflectors were reviewed. The Commission concurred that the reflectors do not address the speed reduction goals and are not appropriate for Scenic Roads. J. Brooks and R. O’Brien will draft a letter.

6. Appointment of member to Water Pollution Control Commission.

J. Bacon will continue on the Water Pollution Control Commission.

1. Reference App. #505, Lot 3, 16 Costa Lane. Petra Koegel, owner. ZBA approved location of dog kennel and shed outside the Zoning setbacks. Location approved by Planning. To submit a map showing the adjusted Building Construction Restriction Line. 6/5/14 contacting engineer.
2. Subdivision App. #402, 2 John Todd Way, Lot One. Request to alter Building Construction Restriction Line. Andrew Wertheim and Sybil Peyer (owners), Nick Nelson (agent). Site Walk 3/29/14. Discussion 4/8/14. Map submitted with application.
3. Request for Plantings, 206 Umpawaug Road. Discussion of easement.
4. Lisa Lind Larson – Proposed Conservation Easement – Discussion.
5. Town Plan of Conservation & Development. Discuss recommendations for action.
6. Sight Line Regulations. Zoning, Police Chief, Highway Superintendent.
7. Subcommittee list to review, attached. Nancy has 5 and Toby has 3+3 alternates.
8. Sight Line Problems: 56 Marchant Road. J. Hanson’s plan and budget.
9. Scenic Road Monitoring. Volunteers’ Reports.


Commissioners reviewed Henry Sanford’s easement and estimates from his engineer, Mike Mazzucco, and the Commission consultant from Milone & MacBroom. Mr. Mazzucco will be requested to justify his estimate re: linear footage based on the consultant critique.

T. Welles and N. King, as an alternate, will serve on the Housing & Land Use Committee at the CT Conference of Municipalities.

A. Cumings, R. O’Brien and John Hayes will be attending the Zoning Commission meeting on 7/23/13 re: IHZ vote.

On the motion of T. Welles, the Commission voted unanimously to adjourn the meeting at 10:30 p.m.
