Present: Commissioners:  Nancy King and Regina O’Brien
Property Owner:  Stuart Laidlaw

Nancy and Regina reviewed the subject property with Mr. Laidlaw, who pointed out the following items on the property:

  1. The existing detention basin and swale he proposes to modify.
  2. Stakes indicating the proposed location for construction of a barn.  Mr. Laidlaw also indicated where an accessway to the barn from the existing driveway would be created.

Drainage:
Mr.Laidlaw proposes making the existing detention basin smaller in length and width, but deeper.  He proposes modifying this feature so that it functions as a pond.  The overflow structure would need to be moved.  Mr. Laidlaw would like to add rocks and boulders to the existing swale where it enters the pond, to enhance it aesthetically, and help deter erosion.

Barn Location in relation to BCRL:
The Building Construction Restriction Line is not staked in the field.  We inferred its approximate location from the plans we had, and saw that the proposed barn would sit well within the restricted area.  Several trees, believed to be primarily Ash trees, would need to be removed for the construction of the barn and accessway.

Clarification is needed regarding the BCRL location as shown on the plan; two lines are indicated with hand-drawn arrows pointing to one of the lines.  It is unclear which line is the actual BCRL.

We asked what the proposed finish grade of the barn is, as this effects the amount of cut and fill and the possible need for a retaining wall within the restricted area.  More information is necessary for further discussion.

Significant to note is the property owner mentioned he is in the process of deciding whether to move forward with the construction of the barn in the proposed location, or at all.

These items will need to be discussed by the Commissioners at our next Planning Meeting on January 24th, informed by our observations from the site walk.
