Acting Chairman Sobel opened the meeting to order at 8:06 pm in the Library of John Read Middle School. A quorum was not present.

PUBLIC COMMENT
None

BOARD MEMBER COMMENT
Dr. Gaspar noted that the lack of a quorum for a meeting was a rare occurrence.

Mrs. Sobel stated that the Board does its best to follow Robert’s Rules of Order. In so doing, it is not customary for the Board to respond during public comment. However, all comments are noted and are responded to on an individual basis.

DISCUSSION OF SCIENTIFIC RESEARCH-BASED INTERVENTIONS (SRBI)
Dr. Wessman Huber and Mrs. Martin each described the SRBI process used at RES and JRMS, respectively.

2016 BOARD OF EDUCATION MEETING SCHEDULE
The listing of meeting dates for 2016 was reviewed. Action on the schedule will be taken at the next meeting.

DISCUSSION OF DONATION
Dr. Pierson Ugol announced that an anonymous benefactor has offered a donation of golf equipment to the schools of ER9. The equipment would be distributed to each schools physical education department to be used in conjunction with their existing units on golf.  Acceptance of the donation will be scheduled for the next meeting.

DISCUSSION OF SPECIAL EDUCATION TERMINOLOGY
Director of Special Services, Tracy Edwards, presented an overview of the various roles of Special Services professional staff. Highlighted positions include Case Manager, Special Education Teacher, School Psychologist, Social Worker, Occupational Therapist and Board Certified Behavioral Analyst (BCBA).

ADMINISTRATIVE REPORTS
Finance Director: Mrs. Sullivan provided the updated Capital Plan for the schools, for years 2015-16 through 2019-2020. The plan for the 2016-17 year includes A/C & ventilation work and locker replacement at JRMS, and work on the South wing entrance at RES. Health insurance claims for September were higher than usual, but she anticipates they will level off.

Assistant Superintendent: Dr. Pierson Ugol reported on the work of the K-12 Curriculum Steering Committee.  In addition, curriculum work is being done in the areas of art, physical education and wellness to create health lessons for the elementary level.

Superintendent: Dr. McMorran noted that the Tri-district Policy Committee has begun updating the board policies with language changes.  He commented on the increase in number and depth of each of the board policies that include state and federal requirements.

PUBLIC COMMENT
Adam Schwartz: Mr. Schwartz thanked the administration for the explanation of Special Education roles in the school and asked if something similar could be done in the area of enrichment/gifted programs.

Chris Parkin, Indian Hill Road: Mr. Parkin commented that the enrollment at the elementary school level seems to be increasing and the class size appears to be increasing. He urged the Board to set standards for class size for the various grade levels prior to the discussion of budget.
