The Chairman called the meeting to order at 7:35 p.m.
I. APPROVAL OF MINUTES -Meeting of 3/22/16
On the motion of T. Welles and the second of N. King, the Commission voted unanimously to approve the 3/22/16 Meeting Minutes.
ADMINISTRATIVE
1. 64 Cross Highway, Susan Lockwood: Alteration to a Scenic Road. Request to change curb cut to improve sightlines. Steve Kochis, Engineer to inspect.
D Taylor noted receipt of a report from Steve Kochis which was reviewed in detail. Accompanying photographs were also reviewed.
On the motion of T. Welles and the second of M. Nostin, the Commission voted unanimously to approve the revised driveway position because it improves sightlines and safety and does not impinge on the scenic nature of the road.
- Subcommittee Appointments. Town Plan of Conservation & Development: Scenic Roads. Discussion.
Appointments were reviewed and all assignments will be complete when a new member joins the Commission.
- Town Plan of Conservation & Development. Discussion. John Hayes.
J. Hayes reviewed the status of the population section. The 2008 Town Plan will be utilized as a starting document. The need to have accurate GIS mapping and updates was discussed.
4. Scenic Road Monitoring per Updated Subcommittee list.
Assigned roads were reviewed. D. Taylor noted a small patch of grass on Topstone Road that is being negatively affected by plows. The possibility of revitalization by the Redding Garden Club was discussed.
Police are installing 25 mph speed signs on Umpawaug Road in preparation for the upcoming bridge closing and subsequent re-route via Umpawaug.
Hoeing will monitor John Read Rd. N. King reported on the continuation of runoff over the stonewall near 50/55 Marchant.
Excessive traffic speed continues to be an observed issue. The Commission concurred that Police should issue a ticket instead of a warning on such occasions
PENDING
1. Reference Application #505, Lot 3, 16 Costa Lane. Petra Koegel, owner. ZBA approved location of dog kennel and shed outside the Zoning setbacks. Location approved by Planning. To submit a map showing the adjusted Building Construction Restriction Line. 6/5/15-Petra to contact engineer. No response. Warning issued. Survey in progress 1/20/16.
- Subdivision Application #467, Lot #K8, 63 Fire Hill Road, Heather Sung and Kirt Frederickson, owners. Request to extend patio outside of the Buildable Area. BCRL Map due. Survey not yet completed as of 1/21/16.
- Cul de Sac Design and Sight Line Regulations. Meeting of Planning and Zoning designees with Highway Superintendent needed. (7 Meadow Edge problem 3/22/16.)
- Subdivision Regulations.
