Minutes

Present: Matt Lecher, Anda Cumings, alt. Jean Taylor, Jo-An Brooks of the Land Use Office and newly seated member Raymond D’Angelo.

Secretary Anda Cumings calls the meeting to order at 7:44PM. The delay in the start time was necessitated by needing Jo-An Brooks present to admit the Committee to the Old Town House. Matt Lecher was also delayed due to personal circumstances. Jean Taylor is seated as the third Committee member. Ray D’Angelo is not yet officially sworn in.

  1. Approval of Minutes, Meetings of January 29, 2015 and July 29, 2015. Anda Cumings motions to accept the Minutes of these meetings as submitted. Jean Taylor seconds, the motion is accepted unanimously.
  2. Election of Committee Chairman. Election of the Committee Chairman is tabled until the next meeting, as it is desired to have Ray D’Angelo participate in the process.
  3. Committee Business

A. & B.- Mission Statement & Ordinance Language.

All present discuss whether or not an official Mission Statement is necessitated. Parts of the Ordinance language create procedural questions and other problems. An August meeting with Connecticut Trust for Historic Preservation circuit rider Greg Farmer and First Selectman Julia Pemberton had been scheduled, but had to be canceled. Jo-An Brooks is to find out when a new meeting will occur. The Committee wishes to have the Trust’s input before drafting changes to the language. There is also a draft authored by former chairman Rob Dean to be considered.

C. Open Discussion.

All present discuss administrative challenges, procedural questions and various issues encountered in the past. Anda Cumings is tasked with assembling a procedural flow chart for review at the next meeting. The Committee desires to be five persons large and have a regular monthly meeting time. Jo-An clarifies that these changes must be officially brought to the Selectmen, who in turn would take the changes to a Town Meeting.   Motioning and voting on these changes is tabled until the Committee has established a Chair. The next Special Meeting of the Committee is to be as soon after the meeting with circuit rider Greg Farmer as feasible.

Matt Lecher motions that the meeting adjourn. Seconded by Jean Taylor.

The meeting is adjourned at approximately 9:45 PM.
