MINUTES
Present: First Selectman Julia Pemberton, Selectman Margaret (Peg) O’Donnell, Town Clerk Michele Grande, and 3 members of the public.
First Selectman Pemberton called the meeting to order at 6:30 p.m. and asked for the nomination of a moderator.
Motion to nominate Colleen Joyce as Moderator of the Special Town Meeting. Motion made by Ward Mazzucco, seconded by Peg O’Donnell. Motion passed unanimously.
Ms. Joyce called upon Town Clerk Michele Grande to read the warning of the meeting.
Motion to waive reading of the warning of the meeting. Motion made by Ward Mazzucco, seconded by Daniel Barrett.
LEGAL NOTICE-WARNING
NOTICE OF SPECIAL TOWN MEETING
The Legal Voters in the Town of Redding, Connecticut, and those entitled to vote therein are hereby warned and notified to meet at the Special Town Meeting to be held at the Redding Community Center, 37 Lonetown Road, Redding, Connecticut, on Wednesday, April 21, 2021 at 6:30 p.m. for the following purposes:
- “To consider and vote upon an amendment to Chapter 370, Article III of the Code of Ordinances – Abatement for Members of Volunteer Fire and EMS Services to increase the tax abatement in Section 370-11. Click here for amendment to ordinance.”
- “To consider and vote upon a transfer of up to $1,000,000 from the Unassigned Fund Balance to the OPEB (Other Post-Employment Benefits) Trust to provide initial funding of the liability, which has a June 30, 2020 balance of $3,917,582. The initial transfer will be $500,000, with the OPEB Trust Board meeting at a future date to discuss and vote upon the transfer of the remaining $500,000.” Click here for additional detail.
To do any and all things legal and necessary to accomplish the above named purpose and to take any other action that may legally and properly come before the meeting.”

Ms. Joyce then indicated she had received a Certification of Publication of Legal Notice pursuant to the provisions of CGS 7-4, signed by the Town Clerk and requested that it be recorded with the proceedings of the meeting.
Ms. Joyce read the first item on the call of the meeting and called for a motion.
“To consider and vote upon an amendment to Chapter 370, Article III of the Code of Ordinances – Abatement for Members of Volunteer Fire and EMS Services to increase the tax abatement in Section 370-11.”
Motion to consider and vote on Item #1. Motion made by Peg O’Donnell, seconded by Ward Mazzucco.
There was no discussion.
Vote on Item #1: Approved unanimously.
Ms.Joyce read the second item on the call of the meeting and called for a motion.

There being no further business to come before the meeting, Ms. Joyce called for a motion to adjourn.
