APRIL 18, 2022 @7:30 P.M.

MINUTES

Present: First Selectwoman Julia Pemberton, Selectwoman Margaret (Peg) O’Donnell, Selectman Michael Thompson, Town Clerk Michele Grande, Moderator Colleen Joyce, minute taker Alice Smith and many members of the public.

First Selectwoman Pemberton called the meeting to order at 7:35 p.m. and asked for the nomination of a moderator.

Motion to nominate Colleen Joyce as Moderator of the Special Town Meeting. Jamie Barickman. Selectman Michael Thompson. Motion passed unanimously.

Ms. Joyce called upon Michele Grande, Town Clerk to read the warning of the meeting.

Mrs. Grande read: “The Legal Voters in the Town of Redding, Connecticut, and those entitled to vote therein are hereby warned and notified to meet at the Special Town Meeting to be held at the Redding Community Center on Monday, April 18, 2022 at 7:30 p.m. for the following purpose: To consider and vote upon the following transfers/expenditures from the American Rescue Plan Fund as recommended by the American Rescue Plan Funds Working Group and as approved by the Board of Selectmen:

1. $50,000 to establish a Social Services Covid Relief Fund to be administered by the Director of Social Services;

2. $45,000 to fund salary for a full-time Senior Center Program Coordinator; and

3. Up to $180,000 for installation of a dry hydrant at the Lonetown Marsh.

To do any and all things legal and necessary to accomplish the above-named purpose and to take any other action that may legally and properly come before the meeting.

Motion to accept the reading of the warning of the Special Town Meeting. Selectwoman Peg O’Donnell. Mary Dale Lancaster. Motion passed unanimously.

Ms. Joyce indicated that she received a Certification of Publication of warning of this meeting signed by Redding’s Town Clerk Michele Grande and directed that the certification be recorded at length with the doings of this meeting in accordance with the requirements of Section 7-4 of the Connecticut General Statutes.

There were three items on the agenda of the meeting, each to be voted upon separately.

The first item on the agenda is:
Motion: Consider and vote upon a transfer of $50,000 from the American Rescue Plan Fund as recommended by the American Rescue Plan Funds Working Group and as approved by the Board of Selectmen to establish a Social Services Covid Relief Fund to be administered by the Director of Social Services. Michele Grande. Ginny Cohen. Motion passed unanimously.

Ms. Joyce presented the second item on the agenda:

Motion: Consider and vote upon an expenditure of $45,000 from the American Rescue Plan Fund as recommended by the American Rescue Plan Funds Working Group and as approved by the Board of Selectmen to fund salary for a full-time Senior Center Program Coordinator. George Cohen. Ward Mazzucco. Motion passed unanimously.

Ms. Joyce presented the third item on the agenda:

Motion: Consider and vote upon an expenditure of up to $180,000 from the American Rescue Plan Fund as recommended by the American Rescue Plan Funds Working Group and as approved by the Board of Selectmen for installation of a dry hydrant at the Lonetown Marsh. Ben Pardee. Dave Hermenze. Motion passed unanimously.

Ms. Joyce remarked there would be no further business

Motion to adjourn at 7:42 pm. Selectwoman Peg O’Donnell. Sherry Karraker. Motion passed unanimously.
