Minutes

The April 6, 2015 Town Meeting was called to order at 7:04 pm in the Redding Town Office Hearing Room.

Present:  First Selectman Pemberton, Selectman Thompson, 22 members of the public, representatives of the Redding Pilot and Hello Redding, and the videographers.

Election of Moderator:

Richard Emerson was nominated by Michael Thompson to be the Moderator for the meeting. This nomination was seconded  by Ward Mazzucco and unanimously approved by those present.

Mr. Emerson presided over the remainder of the meeting.  He called on Mrs. Grande, Redding’s Town Clerk, to read the Warning of the Meeting.

WARNING

NOTICE OF SPECIAL TOWN MEETING

The Legal Voters in the Town of Redding, Connecticut, and those entitled to vote therein are hereby warned and notified to meet at the Special Town Meeting to be held at the Redding Town Hall, 100 Hill Road, Redding, CT on Monday, April 6, 2015 at 7:00 p.m. for the following purpose:

“To act upon the recommendation of the Board of Finance to approve the transfer of a supplemental appropriation from the unassigned fund balance in the amount of $180,922 to fund excess Highway Department Snow Removal Expenses, Special Legal Expenses, and Debt Retirement for the Fiscal Year 2014-15.”

To do any and all things legal and necessary to accomplish the above named purpose and to take any other action that may legally come before the meeting.

Moderator Emerson asked for a motion to accept the Warning of the Special Town Meeting.  That motion was made by Joan DeSalvo and seconded by Ward Mazzucco. The motion was unanimously approved.

Motion: move to approve the transfer of a supplemental appropriation from the unassigned fund balance in the amount of $180,922 to fund excess Highway Department Snow Removal Expenses, Special Legal Expenses, and Debt Retirement for the Fiscal Year 2014-15.  Motion by David Pattee, seconded by Frank DeSalvo.

The meeting was opened to discussion and questions.

First Selectman Pemberton provided an explanation of the costs incurred by the Highway Department as a result of the numerous winter snow storms, the extent of the legal expenses, and the required repayment of debt.

Highway Snow Removal:

Overtime expenses, $65,798

Contract plowing, streets, $4,486

Contract plowing, schools, $3,420

Salt, $24,906

Retirement of Notes:  $87,500

Legal expenses:  $143,812

The total, $329,922, is offset by savings found in the operating budget of $173,422, bringing the total dollars needed to $180,922.

VOTE ON THE MOTION

The motion to approve the supplemental appropriation was unanimously appoved.

ADJOURNMENT

Motion: move that the Special Town Meeting be adjourned.  Motion by Michael Thompson, seconded by Michele Grande.  Approved. Unanimous.

The meeting adjourned at 7:15 pm.
