MINUTES
Present: Amy Atamian, Dave Pattee, Vanessa McPherson, Charles Cilo.
Also, Present: Scott McFarland of Veolia. Emmy Bumagat, WPCC Administrator.

Amy Atamian called the meeting to order at 7:37 PM
ITEM 1: APPROVAL OF THE MINUTES OF THE March 16, 2022, MEETING.
MOTION: Approve minutes from the March 16, 2022 meeting. V. McPherson, motion. D. Pattee, second. Approved unanimously.

ITEM 2: REPORT FROM VEOLIA WATER PLANT MANAGERS
Health and Safety

·         Monthly safety inspection was completed March 7, 2022
·         All PPE is in full supply and good working order
·         First Aid Station inventory is in good supply
This project has completed 21 years with no safety incidents.

Operations
·         March Monthly & Quarterly Reports to USEPA and CTDEEP were submitted Tuesday April 12, 2022, with full permit compliance
·         1.30 MG of wastewater influent was received and 1.07 MG of wastewater was processed
·         21,259 gallons of sludge was wasted to the GBT
·         23,500 gallons of thickened sludge was hauled for off site disposal
·         Removed 98.5% of BOD and 98.7% of TSS
·         No significant process alarms were experienced
·         All process parameters remain within acceptable ranges

Maintenance
·         34 of 34 preventative maintenance work orders were completed
·         2 corrective maintenance work orders were issued and scheduled
·         Pump station cleanout and pumps serviced by Pupper Septic and Eastern Water Solutions on March 29, 2022
·         Membrane recovery dips were completed March 31, 2022

Training
·         March VNA Training (Fire Prevention & Fire Extinguisher Use) was completed by all personnel

Administration / Management
·         No odor or noise complaints were received
·         Energy management efforts continue
Other
·         Abel Womack completed semi-annual forklift service on March 2, 2022
·         PFAS sampling completed by Weston & Sampson March 7, 2022
·         Quarterly meter readings completed March 25, 2022
·         Veolia is planning and preparing to perform touch up cleaning & painting at selected plant location.
There was some discussion as to whether bollards at plant should be painted.

·         Veolia signage has been upgraded to assist vendors in locating the facility
·         Quotations were received for a) portable transfer pump, hose & fitting, b) blueprint rack with hanging clamps, and c) bollard covers.

MOTION: Approve the purchase of plastic bollard covers. C. Cilo, motion. D. Pattee, second. Approved unanimously.

MOTION: Approve purchase of portable transfer pump not to exceed $1,300. D. Pattee, motion. V. McPherson, second. Approved unanimously.
·         Mulvaney Mechanical awaiting proposal approval by Redding WPCC for heating system repairs
·         Landscaping, fence work, and Metro North rail debris being evaluated by Redding WPCC for corrective action.
*Discussion on landscape maintenance around the pump station.
*Tree work and removal around the plant was discussed. A plan for removal will be devised.
·         Green Mountain Pipeline Services – review and discuss proposal to clean and inspect sanitary sewer system.  To be discussed at next months meeting.

OTHER DISCUSSION:
·         Discussion on Meadow Ridge’s obligations to the sewer lines. An introduction is to be made between the Chair of the WPCC, the Veolia staff, Sal Gaetano, and other Meadow Ridge Staff.
·         A quote for a new compressor system came in from Kaeser well below any other quote obtained. They also have the infrastructure for SCADA integration. Table discussion for next month’s meeting when all information is gathered.

Other Discussion:
·         There are still several missing invoices from Veolia since July. Chair A. Atamian will follow up with John Oatley to see what the status is on receiving the remainder of outstanding invoices. A. Atamian stated that she is expected to have a forecast to the Board of Selectmen for the end of the fiscal year, but stressed how hard it has been to do that with so many missing invoices.

ITEM 4: COMMISSION MEMBER COMMENTS
·         A. Atamian announced that T. Eubanks will be resigning from the WPCC. Discussion on which positions are to be filled.
·         Zoom will no longer be an acceptable legal meeting as of April 30. K. Stauffer will follow up with Town Clerk to see if there will be any change to this.
