Regular Meeting
April 18, 2018
Present: Richard Regan, Amy Atamian, David Pattee, Jim Miller. Geno Burke, John Oatley, Matt Johnson and Matthew Bernardini of Veolia Water
Richard Regan called the meeting at 7:35pm in the Hearing Room of the Town Hall Building.
ITEM 1: MOTION: Approval of Special WPCC meeting held on April 4, 2018, with corrections noted below. D. Pattee(motion), A. Atamian (second)

ITEM 2: REPORT FROM VEOLIA WATER PLANT MANAGERS
Veolia reported:
OPERATIONAL AND MAINTENANCE
-Weekly Power Washing of the On-Line Primary Drum Screener continues.
-Internal wasting totaled 42,623 gallons
-17,660 gallons from waste tank was removed for off-site disposal.
-Received 1,009 gallons of Poly Aluminum Chloride.
-16,000 gallons from Membrane tanks #1 & #2 removed rags, debris, and waste removal.
REGULATORY AND COMPLIANCE
-There were no permit violations for Redding in the month of March 2018
OTHER UPDATES
– G. Burke reported good results from cleaning processes.
-G. Burke had a conversation with Doug Hartline. They will be going out in the field to inspect manholes and look for any trouble spots.
-G. Burke reported once he goes out into the field, he will report back on findings and make recommendations to the commission.
-G. Burke reported no CBYD calls were made in March 2018.
MOTION: WPCC will develop a procedure/program to inspect the basements of residences, restaurants, and other businesses in Georgetown to determine if they have sump pump and/or any other connections discharging waste flow to the waste treatment plant in Georgetown.

-G. Burke reported an increase in flow that was a result of the previous storm. He will continue to look into the data that supports this.
-G. Burke reported, sleeves for the UV bulbs need to be replaced. They are approximately two years old. The estimated cost is not to exceed $1900 and will carry a life expectancy
MOTION: Authorize Veolia to make a purchase of the sleeves for the UV bulb system, not to exceed a cost of $1900.

-M. Bernardini explained the need to order oil/grease for the drums at the cost of $205.00
ITEM 3: REPORT FROM MATT JOHNSON & JOHN OATLEY
-A power study was conducted and it was found that a dip/fluctuation in power was reported daily and consistently. The issue is thought to be with a transformer close to the plant. This dip/fluctuation was confirmed through data testing. Eversource has been cooperative in addressing/rectifying this issue. A report from Eversource will be made available next meeting.
-Plant Upgrade is targeted for September 2019. Matt will provide specific timelines for completion.

ITEM 4: DISCUSSION AND ACTION ON INVOICES AND FINANCIAL STATUS
MOTION: Chairman Rich Reagan be authorized to sign off on Invoice #1 of the modernization of the Georgetown waste water treatment plant in the amount $68,800.

MOTION: Request the transfer of $96, 212 by the finance director of the town of Redding, to the operating account of the WPCC from the general fund, approved at the town meeting.
