WATER POLLUTION CONTROL COMMISSION
Regular Meeting

Also Present: Katherine Stauffer WPCC Administrator, Redding First Selectwoman Julia Pemberton, Carlos Pavia of Veolia.
Amy Atamian called the meeting to order at 7:35pm in the Hearing Room of the Town Hall Building.
ITEM 1: APPROVAL OF the MINUTES of the December 18, 2019 meeting.
MOTION: Approve the minutes from the December 18, 2019 meeting with the following changes, K. Klump(motion), D. Pattee(second). Passed unanimously.
Page 2, Last bullet: Remove “that showed dividing” in first sentence.
Page 3, Bullet 5: change to “Mr. Pattee asked that if Mr. Stevens is supplying both the line to the house and

ITEM 2: REPORT FROM VEOLIA WATER PLANT MANAGERS
Executive Summary
The Redding wastewater treatment and disposal facility achieved full compliance with the CT DEEP NPDES permitted effluent discharge limitations. The new membranes continue to operate very well and produce a very high quality effluent discharge.
Health and Safety
Veolia Water monthly safety training topics conducted in December 2019 included:
· Bloodborne Pathogens – Safety in the Workplace
The project has completed 18 years with no safety incidents.
Noteworthy Operational Information / Maintenance and PM
• Weekly power washing of the on-line primary drum screener.
• Wasted 16,987 gallons of sludge from recycle wet well to the GBT
o Ms. Atamian asked Carlos if the two companies, H.I. Stone and Pupper Septic, provide the same services or if one does the pump station and one does the waste. Carlos stated that sometimes they do both. Ms. Atamian asked that the purpose of them being there is on the invoice included in the reimbursable packet. This way, it can be differentiated which account the funds should come out of.

Lighting at Treatment Plant:
A taxpayer complained that the lights on the sewer plant stayed on all night and were shining into his house. Veolia turned off the lights on top of the building and any lights above doors were directed downwards. Mr. Regan stated that as long as the operators can still be productive early in the morning, it should be okay.

ITEM #3: Discussion on 23 Brookside Road Request for Sewer Hookup
• Minutes from the September 1994 meeting spoke of all properties right outside of the district. Minutes showed that 23 Brookside Rd was originally put outside of the district because it was topographically too low.
• There were public hearings involved regarding who would be in the district.
• Ms. Pemberton spoke with an old commission member about how the district was initially created. Ms. Pemberton asked Mr. Pattee if he remembered whether or not the DEEP was involved with the creation of the district lines.
• The language and procedure needs to be found in order to find out whether or not it can be voted on by the commission or if it needs to go to a public hearing. Mr. Pattee stated that it is not stated clearly enough whether or not a property can be added to the district.
• State Statute says that the Town Health inspector can order the homeowners to hook up to the sewer system if their septic is failing. However, 23 Brookside is outside of the service district.
• Ms. Pemberton stated that the procedure needs to be found in order to begin the process.
• Ms. Pemberton stated that a developer may come in and want to develop Portland Ave. but this home is only one plot outside of the district. If Portland Ave were to be developed, there would have to be pump stations installed and that is not an option.
• Statutes state that the Water Pollution Control Plan shall be updated every 5 years and the service area may be redefined.
• R. Regan stated that this should have been included but although it was not and it should be a simple fix, it must be done the right way.
• No action was taken at this meeting.
ITEM 4: Add to agenda “Review of Capital Budget” Motion Made by R. Regan, Second A. Atamian. Approved Unanimous.
• Ms. Atamian has been keeping track of all capital expenditures.
• Ms. Pemberton stated that the Town would like to have a capital budget for the entire Town, including the WPCF, to create a 10-year plan.
• Mr. Pattee asked if the Layne membrane cassettes should be moved from 2021-2025 to a further year because the membranes are in good shape. Ms. Atamian stated that although they are in good shape, this is based off of their expected life span of 7 years.
• Ms. Atamian stated that she is projecting the new drum screener that needs to be done in 2020 is $30,000.
• Retaining pump station allowance of $10,000 for railing installation and landscape upkeep.
• The roof items were on Tighe & Bond report to replace the entire roof. Veolia states that the entire roof really does not need to be replaced but some parts will need to be repaired.
• Clarification that the ‘screen conveyor’ is actually the drum screener.
• First Selectwoman Pemberton explained that there is a master spreadsheet of all capital items that will need to be replaced. When it comes time to set the budget for the Town, any capital items that need replacing will be factored in.
• Ms. Atamian will make some adjustments to finalize the capital plan. Once completed, it will be sent to the commission.

• Katherine will email John Oatley regarding propane usage and the possibility of a leak or overuse.
• Katherine is waiting to hear back from Little Blue Construction regarding last year’s snow plowing bill. The snow dates on his bill do not match up to the highway department records. Also, there is no set price. Last time Katherine spoke with the business owner, he stated that there is no set price; it all depends on how many times he had to go back.
