MINUTES

Also Present: Eugene Burke and Carlos Pavia of Veolia. Katherine Stauffer, WPCC Administrator.
Amy Atamian called the meeting to order at 7:30PM
ITEM 1: APPROVAL OF THE MINUTES OF THE SEPTEMBER 16, 2020 MEETING.
Motion: Approve the minutes from the September 16, 2020 minutes: D. Pattee, motion. K. Klump, second. Approved unanimously.
ITEM 2: REPORT FROM VEOLIA WATER PLANT MANAGERS
Health and Safety
Veolia Water monthly safety training topics conducted in July 2020 included:
• Respiratory Protection
The project has completed 19 years with no safety incidents.
Noteworthy Operational Information / Maintenance and PM
• Weekly power washing of the on-line primary drum screener.
• Wasted 12,112 gallons of sludge from recycle wet well to GBT.
Regulatory & Compliance
• There were no permit violations for Redding in the month of September 2020

Points for Discussion
• Drum screener quotes from Northeast Water and Kovacs
o Northeast Water went to the plant and will be providing quotes for a new drum screener as well as a new water pump to replace one that has started to fail.
o Kovacs will be going to the plant in the next week and will provide quotes for the same things.
• Backflow preventor in original plant building – two more quotes to follow this one
• Kaeser – air compressor and ultrasonic testing
o There is not enough pressure being built up in the air compressor. Mr. Burke would like Kaeser to come out and check to see if there is a leak. The compressors also used to switch from one to another automatically, but since there is not enough pressure being built, they are not. Due to this, the plant is running both air compressors at the same time in order to keep everything working properly.
o The ultrasonic testing will isolate exactly where the problem area is.
o The ultrasonic testing is $1,350.00 and the compressor service will be $681.00.
o Ms. McPherson asked how much it would be to replace one of these compressors if the need arises. Mr. Burke stated it would be about $11,000. Mr. Burke hopes that this will not happen and that the leak study will find an easy fix for the system.
MOTION: Approve expenditure of $681.00 and $1,350.00 for Kaeser Compressors to perform an air compressor service and to troubleshoot a potential leak within the air compressor. D. Pattee, motion. K. Klump, second. Approved unanimous.
• SCADA remote access for NIC Systems
o Mr. Burke is going to be calling Decian to get this set up.
• Wi-Fi extender needed in SCADA Control Building for internet access
o Mr. Burke will also be discussing this with Decian.
• Plant water pumps – waiting on quotes
• NIC System SCADA work – control changes
• SCADA screenshots
o Mr. Burke presented the SCADA operations screens that are utilized daily.tt
• Blower repair
o This job has been completed and the blower is running well.
• Aeration de-foam pump
• Aeration Level sensors – waiting on warranty info
o There was a backup level sensor installed during the upgrade, and it may have failed. There may be a warranty still on the part. NIC is checking on that. Mr. Burke is also going to make sure there will be a warranty on the replacement.
Other Discussion
• The field next to the SCADA building will be cut by the Redding Highway Department. Mr. Burke is going to ask Jeff Hansen if they might be able to dig a trench along the field to divert water that comes down the driveway to keep it from flowing into the SCADA building.
• Town of Redding Finance Director Steve Gniadek requested a quote to replace capital items at the WWTP. Mr. Burke included a quote for new membranes in his meeting materials.
• Ms. McPherson asked Mr. Burke if there had been any headway made with the recirculation pump repair. Mr. Burke stated that he has not been able to get another company out to get a quote but hopes to do that in the coming weeks.
ITEM 3: DISCUSSION AND ACTION ON INVOICES AND FINANCIAL STATUS
MOTION: Approve all invoices (except Veolia Monthly October – $28,671.92 and Veolia Reimbursable September 2020 – $12,349.73) totaling $68,662.25. A. Atamian, motion. D. Pattee, second. Passed unanimously.
MOTION: Request transfer of $85,000 from the BOF. A. Atamian, motion. T. Eubanks, second. Passed Unanimously.

ITEM 4: DISCUSSION AND ACTION ON REALLOCATION OF $12,000 TO REPAIR BUILDING CRACKS
• The buildings cracks have not seemed to get any bigger. The problem that Mr. Burke has noticed more is that after a long rainstorm, there is water seeping out of the cracks in the concrete driveway. This would mean that the water may be getting underneath the building itself.
• Millone and Macbroom sent in a quote for $13,000 to find and engineer a fix along with bid documents to put out.
• Town of Redding Finance Director Steve Gniadek stated that there do not need to be 3 quotes to have this done.
• Ms. Atamian is going to reach out to Millone and Macbroom to get a schedule of things they will be doing to investigate the building cracks.
• Ms. Atamian and Ms. Stauffer found the original structural drawings of the SCADA building including all boring holes and drainage. These will be scanned in and sent to Millone and Macbroom.
• Ms. Atamian suggested that the commission approve the bid and ask Millone and Macbroom to go through the first two phases on the list.
• Ms. McPherson asked if it may be smart to have one of the companies doing the current repairs at the plant may be able to do a crack injection. This would save more time to have this work done. Ms. Atamian stated that instead of that, it may be smarter to get the opinion of these companies to see if it may be worth while with going forward with the engineering bid. Discussion followed.
MOTION: Approve proposal from Millone and Macbroom to do the design study for the building cracks and reallocate $12,000 in capital funds from the electrical study. A. Atamian, motion. V. McPherson, second. Approved unanimously.
ITEM 5: COMMISSION MEMBER COMMENTS
• Town Hall has sent out their procedures to have meetings in person again. The commission decided to keep the meetings on Zoom for the time being.
