MINUTES
Present: Amy Atamian, Dave Pattee, Charles Cilo, Todd Eubanks, Vanessa McPherson, Kirby Klump.
Also, Present: Calos Pavia and Jeremy Nixon of Veolia. Christine Quigley, Assistant Tax Coordinator. Emmy Bumagat, WPCC Administrator.
Amy Atamian called the meeting to order at 7:34 PM
ITEM 1: APPROVAL OF THE MINUTES OF THE OCTOBER 20, 2021, MEETING.
Page 3, line 1, change to: “Membranes are at the end of their guaranteed life of 7 years.”
MOTION: Approve minutes from the October 20, 2021, meeting. K. Klump, motion. C. Cilo, motion. Approved unanimously.
ITEM 2: REPORT FROM VEOLIA WATER PLANT MANAGERS
Health and Safety
Veolia Water monthly safety training topics conducted in October 2021 included:
· Material Handing Safety
· Cranes Safety for General Industry
This project has completed 21 years with no safety incidents.
Noteworthy Operational Information/Maintenance and PM
· Wasted 47,528 gallons of sludge to the GBT
o This is typical for this time of year
· 13,000 gallons of waste sludge hauled for off site disposal.
· Quarterly FOG removal
o Influent manholes were cleaned out.
· Grinder delivered
o Waiting to schedule installation.
· VFD for blower installed and started up.
· Organic and inorganic CEB completed.
· Compressor overload fault
o Got Kaeser to come and reset the system, there was a bad contactor inside. The issue has been resolved.
· UV system is shut down for the year.
Regulatory and Compliance
There were no permit violations for Redding in the month of September 2021

Points for Discussion
· Kaeser compressor fault/repair
o To repair completely, NIC and Kaeser will have to communicate with each other to work the lead lag into the SCADA
· Drum Screener #1
o Electrical was not included in the quote, but the staff will be able to take care of the work.
· Instrumentation upgrades
o Pressure transducer tube integrated into SCADA to create the ability to diagnose issues remotely.
· Sewer TV Inspection
o Opinion of the vendor that there shouldn’t be much debris.
o Permit application form Aquarion needs to be filled out in order to use a hydrant rig.
§ Who is responsible for the rig? Veolia, or the vendor performing the work?
o Inspection should take 1 day
o Analysis and recommendation are included in the inspection.
§ A. Atamian asked that be included in the quote.
· $8,820 is the starting cost. Debris disposal may change that depending on how much there is.
· ~6k gallons of water will be used for the entire inspection.
· No state permit is necessary, but flaggers and possible traffic enforcement may be necessary.
· Discussion on whether an application to the CT Clean Water Fund could be made to help with this project. V. McPherson will provide more information on the guidelines and deadlines. ARPA and Clean Water Fund monies cannot be used together.
OTHER DISCUSSION:
· CPI increase was confirmed
· No reimbursables have been received from Veolia since July. J. Nixon will follow up with the new Veolia administrator.
· Snow Plowing
o 6 companies were contacted for snowplow services at the WWTP.
o 2 bids were delivered
o 2 companies verbally declined
o 2 companies did not respond
MOTION: Accept bid from Hoffman Landscapes Inc, decide on option #2 for the 2021-2022 winter season. T. Eubanks, motion. D. Pattee, second. Approved unanimously.
ITEM 3: DISCUSSION ON CAPITAL PLANNING
· FY 2023 Budget to be discussed at December meeting and will be finalized at the January 2022 meeting. J. Nixon provided a capital planning spreadsheet of large expenditures that will need to be made along with a timeline.
ITEM 4: DISCUSSION AND ACTION OF INVOICES AND FINANCIAL STATUS
MOTION: Approve all invoices totaling $7,519.09. D. Pattee, motion. C. Cilo, second. Approved unanimously.

· Aquarion Monthly: $318.10
· Cannondale Generator: $1,489.44
· Eversource: $5,220.72
· Frontier: $314.96
· Oak Ridge Hauling: $160.37
Other Discussion:
· No reimbursables have been received since July 2021. J. Nixon to coordinate with new Veolia administrator.
· CPI increase should be 3.8% for Veolia monthly bill
ITEM 5: 2022 MEETING DATE
MOTION: HOLD WPCC MEETINGS ON THE THIRD WEDNESDAY OF EVERY MONTH AT 7:30 PM. K. Klump, motion. T. Eubanks, second. Approved unanimously.
ITEM 6: COMMISSION MEMBER COMMENTS
· Meetings will continue to be held on Zoom until further notice.
· A. Atamian is going to reach out to SLR regarding facilitation of building crack repair. She will also ask them to inspect the roof.
· The commission requested that the Tax Collector’s Office continue with the Tax Sale for delinquent properties.
