WATER POLLUTION CONTROL COMMISSION
Regular Meeting
May 15, 2019

Present: Richard Regan, Amy Atamian, David Pattee, Kirby Klump, and Jim Miller

Also Present: Katherine Stauffer WPCC Administrator, Geno Burke and Carlos Pavia  of Veolia Water.

Amy Atamian called the meeting at 7:32pm in the Hearing Room of the Town Hall Building.

ITEM 1: APPROVAL OF MINUTES of the April 17, 2019 meeting.

MOTION: Approve minutes from April 17, 2019 meeting,  K. Klump (motion), D. Pattee(second), R. Regan abstained. Passed unanimously.  

ITEM 2: REPORT FROM VEOLIA WATER PLANT MANAGERS

Veolia reported:

Health and Safety

Veolia Water monthly safety training topics conducted in April 2019 included:

  •         Confined Spaces & Permit Spaces
  •         Discussion on plant safety and any items for repair

The project has completed 17 years with no safety incidents.

Noteworthy Operational Information / Maintenance and PM

  •         Weekly power washing of the on-line primary drum screener – Eugene Burke reported that the drum screeners are still getting great capture.
  •         Wasted 38,530 gallons of sludge from recycle wet well to the GBT
    -With PAC season beginning, it is important to keep 8,000-12,000 gallons in each tank as the PAC increases the volume of the solids.
  •         6,014 gallons of waste removed for off-site disposal
  •         UV transmittance for effluent was serviced by HACH – The dosage of UV intensity is reported to the State of Connecticut on an annual basis.
  •         Pre & post anoxic aeration zones were skimmed of scum build up – because membrane tanks are not full, scum builds up and it has to be        vacuumed off of the walls.
  •         Pump station was cleaned of grease and debris
  •         25 Old Mill Road meter installed
  •         Forklift was serviced – Eugene Burke reported that everybody employed at the plant is licensed to operate the forklift. Mr. Burke is a certified trainer and has taught everybody at the plant.

  1. There were no permit violations for Redding in the month of April 2019.

Points for Discussion

  • PAC usage
    • For the first month of the PAC season, PAC usage is approximately 1.17 gallons per day. Pump is down to 5 % and stroke is down to 75%.
    • Currently, the plant is averaging .25 lbs/day while permitted amount is 1.08 lbs/day.
    • Rain has a tremendous amount to do with how much PAC is being used but Mr. Burke hopes to get through the year with only one load of PAC
    • This time last year, 3.51 gal/day was being used.
    • The operators take measurements daily and to be as accurate as possible, they take the measurements at the same time every day
    • Discussion followed.
  • Cracks in pavement
    • There is a crack running down from the field next to the plant leading to the SCADA building. Because of runoff, the crack has gotten wider. There is now a crack going up the corner of the building into the brick. A. Atamian will go to the plant to get a better look at the cracks. J. Miller suggests the commission calls a structural engineer to come out and look at the cracks. Discussion followed.
  • Upcoming plant projects by staff
    • Mr. Burke reported that they have been cleaning out the back room of the sewer plant office building to create a more inviting space for citizens and anybody who would like to come visit the plant. The goal is to make the room into a conference room.
  • With 7 inches of rain in April, the operators have kept the level of the wetwell lower than normal so with the rainfall, it levels out.
  • Wipes and mop strings are still being caught in the drum screener. K. Stauffer will send out another letter to all users stressing the importance of only flushing toilet paper.
  • Westons Schools will be attending the Usage Plant on a field trip in the upcoming month.

ITEM 3: DISCUSSION AND ACTION ON INVOICES AND FINANCIAL STATUS

MOTION:

Regan made a motion to approve all invoices (except Veolia Monthly May: $28,245.42 and Veolia Reimbursable April: $15,646.53). D. Pattee(second). Approved unanimous.

Commission will approve the following:

  1. Aquarion Monthly: $300.84
  2. Abel Womack- Annual Forklift Maintenance: $152.13
  3. Eversource: $6,156.70
  4. Frontier Communications: $309.99
  5. Hocon Gas: $15.00
  6. J. Mulvaney Plumbing: $298.00

  8. Redding Town Clerk: $80.00
  9. Veolia Monthly – April: $28,245.42
  10. Veolia Reimbursable – March: $21,492.99

    Regan made a motion to request the remaining $78,550.00 available for transfer from the Board of Finance. D. Pattee (second). Approved Unanimous. A. Atamian will send transfer request to Finance Director.
    J. Miller asked Ms. Stauffer why the amount of outstanding sewer use charges were so high. Ms. Stauffer stated that this figure goes back to anything outstanding from the July 1, 2018 billing which includes Georgetown Land Development Co. and other delinquent users that consistently do not pay. J. Miller asked Ms. Stauffer what else can be done to collect this money. Ms. Stauffer stated her collection tools she could be using. The commission asks Ms. Stauffer to come up with a criteria for delinquent users to start collecting more aggressively on. Discussion followed.

Some delinquents are restaurants. The Town of Redding has an ordinance in place to withhold or revoke health permits if there are outstanding taxes or sewer use fees owed to the Town. Ms. Stauffer will be discussing this with the Health Department and the Tax Collector.

Ms. Stauffer has mailed out emergency contact forms to all users in the event they need to be contacted. Most users have returned their forms.

ITEM 5: COMMISSION MEMBER COMMENTS

  • J. Miller is still waiting on a third quote for the voltage suppression equipment in accordance with the Town of Reddings Purchase Order Policy. Once the quote comes in, Matt Johnson will decide where it will be placed.
  • J. Miller has requested the the Finance Director transfer the remaining $12,000 in unused funds voted on at a Town Meeting be transferred to the Sewer Usage Account. Discussion followed.
  • Small Claims Writ and Notice of Suit has been delivered and received by the owner of 18 Main St. The WPCC must wait 4 weeks to see if the defendant responds. If we do not hear back, J. Miller will be filing the claim with the Danbury Superior Court. Discussion Followed.
  • J. Miller asks Ms. Stauffer to go back as far as she can to get evidence of trying to contact the owner of 18 Main St.
  • K. Klump has spoken with Sal Gaetano at Meadow Ridge regarding mop strings found in the drum screener. Sal stated that the facility does not use mops with strings but will send out a memo reiterating the importance of not flushing mop strings or gloves.
