1. Call Meeting to Order
Chair Williams called the meeting to order at 7:30PM.
2. Approval of November 16, 2021, Zoning Board of Appeals Meeting Minutes & Motions
Motion: Vice Chair Cooke made a motion to approve the minutes of the Tuesday, 11/16/2021 Zoning Board of Appeals Regular Meeting. Ms. Cilo seconded the motion. The vote was unanimous, and the motion carried.
3. Public Hearing
Application #03-01-22 – 50 Seventy Acre Road (Map and Lot #35 & 12): Owner Peter Boccarossa, 19 Werf Drive, Redding, CT – Request for a variance for Earth Moving Project within 25’ feet of the rear property set back. Town of Redding Zoning Regulation Section 5.5.5. (c).
Mr. Boccarossa addressed the ZBA. He discussed some pictures he took to assist the ZBA with their decision.
Motion: Vice Chair Cooke made a motion to leave the Public Hearing so that the ZBA can dispatch a business item. The ZBA will resume the Public Hearing following this discussion. Ms. Cilo seconded the motion. The vote was unanimous, and the motion carried.
Motion: Mr. Cooke made a motion to amend the agenda to permit the approval of the 2022 Meeting Schedule. Ms. Cilo seconded the motion. The vote was unanimous, and the motion carried.
4. Approve ZBA Meeting Dates for 2022.
Motion: Vice Chair Cooke made a motion to approve the proposed ZBA Meeting Dates for 2022. Ms. Cilo seconded the motion. Discussion followed concerning changing the meeting start time from 7:30PM to 7:00PM. The board agreed to this change. The vote was unanimous, and the motion carried.

Motion: Vice Chair Cooke made a motion to continue the Public Hearing. Ms. Cilo seconded. The vote was unanimous, and the motion carried.
5. Public Hearing
Application #03-01-22 – 50 Seventy Acre Road (Map and Lot #35 & 12): Owner Peter Boccarossa, 19 Werf Drive, Redding, CT – Request for a variance for Earth Moving Project within 25’ feet of the rear property set back. Town of Redding Zoning Regulation Section 5.5.5. (c).
Mr. Boccarossa addressed the ZBA. Discussion followed concerning the work completed on the property and the request for a variance.
Amy Atamian and Janet August addressed the ZBA. They read a letter they wrote to the ZBA in opposition of the variance. Discussion followed concerning their observations of work on the property and how it has affected their property.
Bill Rossiter addressed the ZBA. He stated that he has visited the property and noticed that the historic wall was taken down. He is in opposition to the variance.
Motion: Vice Chair Cooke made a motion to move to Deliberative Session. Ms. Unfried seconded the motion. The vote was unanimous, and the motion carried.
Deliberative Session: Discussion followed concerning the variance requested. It was acknowledged that the work was done without a permit and that the Zoning Department has filed a Cease-and-Desist on any additional work until a proper plan is submitted.
Vice Chair Cooke noted that there are two requirements for the granting of a hardship variance. Mr. Boccarossa has not met either of these requirements.
Motion: Ms. Cilo made a motion to deny Application #03-01-22 – 50 Seventy Acre Road (Map and Lot #35 & 12): Owner Peter Boccarossa, 19 Werf Drive, Redding, CT – Request for a variance for Earth Moving Project within 25’ feet of the rear property set back. Town of Redding Zoning Regulation Section 5.5.5. (c), for a lack of stated hardships. Vice Chair Cooke seconded the motion. The vote was unanimous, and the motion carried.
Motion: Vice Chair Cooke made a motion to leave Deliberative Session. Ms. Cilo seconded the motion. The vote was unanimous, and the motion carried.
Deliberative Session ended at 8:24PM.
6. Possible Discussion/Administrative Matters
There were no administrative matters or additional discussion.
7. Adjournment
Chair Williams adjourned the meeting at 8:26PM.
