Minutes

Present:  Gerry Casiello, Chair; Ben Gordon, Mike Hoffman, Ted Ogonek, and alternates, Matthew Lecher, and Gary Miyashiro

Also present:  Aimee Pardee, ZEO; Karen de Friesse, President, Redding Garden Club; Kenneth de Friesse.
Mr. Casiello called the regular meeting to order at 7:30 pm.

REGULAR MEETING

1. Approval of Minutes: Motion: move to accept the minutes of the Regular Meeting of January 22, 2014 as submitted. Gordon, Hoffman.   Approved unanimously

2. Application #14-03Z- In accordance with Section 5.11.2 of the Redding Zoning Regulations: application for a Limited Duration Special Use Permit for Redding Garden Club to hold its 17th Annual Plant Sale.  To be held at a new location: Lonetown Manor Museum & Historical Site at 43 Lonetown Road on May 10, 2014 from 9:00am thru 2:00 pm .  Previously held on May 11, 2013 on the Redding Town Green.   For receipt/schedule public hearing.

Motion: move that Application #14-03Z be accepted and set March 26, 2014 for a Public Hearing. Ogonek, Lecher. Approved unanimously.

3. Application #14-04Z – In accordance with Section 5.11.2 of the Redding Zoning Regulations: application for a Limited Duration Special Use Permit for New Pond Farm – 101 Marchant Road – (Map 12 & Lot 79) to hold “New Pond Farm’s Hunt for The Hens”: tour of in-town chicken coops on May 31, 2014.  Locations also include 95 & 175 Umpawaug Road,  72 & 106 Sanfordtown Road, 31 Sunset Hill Road, 34 Goodsell Hill Road, 258 Poverty Hollow Road, 331 Redding Road, and 15 Cross Highway  For receipt/schedule public hearing.

Motion: move that Application #14-04Z be accepted and set March 26, 2014 for a Public Hearing. Ogonek, Hoffman.  Approved unanimously.

4. Application #14-05Z – In accordance with Section 5.2 of the Redding Zoning Regulations: application for a Site Plan Revision for New Pond Farm –  101 Marchant Road – (Map 12 & Lot 79) to construct an approximately 200 square foot free-standing storage building.  For receipt/schedule public hearing.

Motion: move that Application 14-04Z be accepted and set March 26, 2014 for a Public Hearing. Ogonek, Lecher. Approved unanimously.

5. Discussion

a. Discussion of a Representative to the Historic Review Committee. Mr. Ogonek was previously appointed to represent the Zoning Commission on the Historic Review Committee.  Mr. Ogonek has resigned from that assignment following the first meeting.  The Commission discussed the role of the Zoning Commission representative in the review process of the Historic Review Committee.
Following discussion, Mr. Casiello did not appoint a representative to the Historic Review Committee.
b. Referral from Easton Planning & Zoning Commission: proposal to amend Section 7.12 of the Easton Zoning Regulations “Special Exception For Pre-Existing Farm and Forest Activities” subsection 7.12.2 concerning processing and sale of forest and tree products.  Public Hearing March 24, 2014 at 7:30PM.
This item will be reviewed by Commission members and discussed at the March 12, 2014 meeting.

6. FUTURE AGENDA : March 12, 2014: Public Hearing re: Amendment to Section 6.2 of the Redding Zoning Regulations.

7. COMMUNICATIONS: Mrs. Pardee distributed information on the upcoming Connecticut Federation of Planning and Zoning Agencies conference on March 13th.  She also informed the Commission that a public information presentation is scheduled for the next Planning Commission meeting regarding the proposed 150 foot cell tower on the Redding Ridge Fire Department site (186 Blackrock Turnpike).

8. Adjournment

Motion: move to adjourn the meeting.  Ogonek, Hoffman.  Approved unanimously.
