Public Hearing and Regular Meeting Minutes
January 12, 2022 – 7:30 p.m.
Via ZOOM

Present:  Matt Lecher, Chairman; Amy Atamian, Secretary; Commissioner Bill Miller; Alternate Diana Carlino-Coffey; Alternate Gary Miyashiro (7:45).
Also Present:  Aimee Pardee, Zoning Officer; Applicants.
The Chairman called the meeting to order at 7:32  p.m. seating Mr. Carlino-Coffey for the open seat on the commission

PUBLIC HEARING:
Application #21-17Z  –  613 Redding Road (Assessor’s Map and Lot # 13 – 23) –  Owner: Polina Hochreiter.  In accordance with Redding Zoning Regulations Section 5.12, request for a Special Use Permit to add an accessory apartment to an existing dwelling.
A. Pardee read the call for the hearing.  On the motion of Ms. Carlino-Coffey and the second of Ms. Atamian, the commission voted unanimously to accept the call and open the hearing.

Ms. Hochreiter was present to discuss the application.  She explained that her home has an existing attached two car garage that she plans to convert into an apartment for a family member.  Mr. Lecher asked about the door between the apartment and the main dwelling; Ms. Hochreiter said that it was required by Building Code.  The commission reviewed the square footage of the apartment as well as the parking.

Hearing no comments from the public, Ms. Atamian moved that the hearing be closed.  Ms. Carlino-Coffey seconded the motion and the commission voted unanimously to close the hearing at 7:42 p.m.
REGULAR MEETING:

1.  Approval of Regular Meeting Minutes of December 8, 2021.
The Chairman tabled discussion of the minutes.

2.  Application #21-17Z  –  613 Redding Road (Assessor’s Map and Lot # 13 – 23) –  Owner: Polina Hochreiter.  In accordance with Redding Zoning Regulations Section 5.12, request for a Special Use Permit to add an accessory apartment to an existing dwelling.

The Chairman seated Mr. Miyashiro or Commissioner Whitehead.
On the motion of Ms. Atamian and the second of Ms. Carlino-Coffey, the commission voted unanimously to approve Application #21-17Z.

3.  Application #22-01Z – 241 Ethan Allan Highway (Assessor’s Map and Lot 35-63): Owner Dominick A. Pagano – Agent: Curt Lowenstein P.E./Landtech.  In accordance with Redding Zoning Regulations Section 5.2 request for an Amendment to Site Plan approval for renovation of and addition to existing building.  To receive.  Decision cannot be made until this application has been approved by the Conservation Commission.
Present was owner Nick Fletcher, as well as Curt Lowenstein, P.E., and the project architect Rick Tomasetti.  Mr. Lowenstein explained the changed that are proposed to the approved site plan.  First he noted that the owners have received a Letter of Map Amendment (LOMA) from FEMA.  He then said that the central portion of the existing building will be demolished and replaced and a new addition to the building is proposed to the south of the existing building.  He stated that there will be no new impervious surface as the new building will be constructed in an area where there is existing parking and the entire building will be used for storage.

Mr. Fletcher spoke regarding other features of the building.  He noted that there are two structures that look like silos; he said that they are needed for water storage for a sprinkler system.  Mr. Lecher asked about the height of the building; Mr. Tomasetti said it will be just under the allowed 40’.  Mr. Fletcher also noted that they are proposing a smaller portion of the building to be flex/industrial than originally planned and that more of the first floor will be self-storage.  Mr. Lecher asked about the loss of parking spaces.  Mr. Tomasetti said that he would have their traffic engineer look at the parking needs.  Ms. Pardee stated she would check with other towns regarding parking requirements since a number of spaces required for self-storage is not specifically stated in the regulations.  The applicants said they would return to the commission on January 26th.

The Chairman asked the commissioners if they felt a public hearing was needed for this application.  Ms. Carlino-Coffey moved, and Ms. Atamian seconded, that a public hearing would not be required.  The motion carried unanimously.

4.  Application #22-02Z – 32 Portland Avenue (Assessor’s Map and Lot 46 – 13): Owner Salvatore Pilato – Agent Wade Roese.  Request for Zoning Map Amendment to change the zone designation of 32 Portland Avenue from BC Zone to RV Zone.   To receive/set public hearing date.
Wade Roese, representing the property owner, spoke to the commission.  He explained that this property is currently in the BC Zone, but it is next to the RV Zone and the owner would like the zone changed so he can change an existing building into apartments.

On the motion of Ms. Carlino-Coffey and the second of Mr. Miyashiro, the commission voted unanimously to accept the application and set the hearing date for March 9, 2022.

5.  Discussion
Ms. Pardee reviewed recent legislation.  She said that there are new training requirements for commissioners and that training information would be distributed.  Commissions would self-report to Ms. Pardee when they had completed the training.
She also said that there are new requirements regarding allowable apartments but that the commission has the ability to “opt-out”.  The decision as to whether the town should “opt-out” is pending the drafting of an Affordable Housing Plan, another state requirement.

8.  Adjournment
On the motion of Ms. Atamian and the second of Ms. Carlino-Coffey, the commission voted unanimously to adjourn the meeting at 8:24 p.m.
