Regular Meeting Minutes
January 26, 2022 – 7:30 p.m.

Present: Matt Lecher, Chairman; Amy Atamian, Secretary; Commissioner Bill Miller; Commissioner Bill Whitehead; Alternate Gary Miyashiro.
Also Present: Aimee Pardee, Zoning Officer; Applicants.
REGULAR MEETING:
Mr. Lecher called the meeting to order at 7:32 p.m., seating Mr. Miyashiro for the open seat on the commission.
1. Approval of Regular and Public Hearing Meeting Minutes of December 15, 2021 and January 12, 2022.
Discussion of the minutes was tabled until the next meeting.
2. Application #22-01Z – 241 Ethan Allan Highway (Assessor’s Map and Lot 35-63): Owner Dominick A. Pagano – Agent: Curt Lowenstein P.E./Landtech. In accordance with Redding Zoning Regulations Section 5.2 request for an Amendment to Site Plan approval for renovation of and addition to existing building.
The Chairman noted that a parking analysis had been received from the applicant’s Traffic and Parking Consultant. The Chairman also noted that the Conservation Commission had approved this application on January 18th.
After a discussion, Mr. Whitehead moved that the commission approve site plan amendment #22-01Z. Mr. Miller seconded the motion and it was carried unanimously.
3. Application #22-03Z – 57 Giles Hill Road (Assessor’s Map and Lot No. 31-12): Owners Michael Sukin and Kimberly Bonnell. In accordance with Section 5.12, request for a Special Use Permit for an accessory apartment.
The Chairman asked the applicant for a review of the application. Ms. Bonnell explained that they currently have a barn on their property with a finished loft: they wish to add a bathroom and kitchen to that space. She stated that the barn has three parking bays and there is also parking outside the building.
Mr. Miyashiro asked where the interior stairs go; Ms. Bonnell said they go to an unfinished workshop on the first floor and an outside door.
On the motion of Ms. Atamian and the second of Mr. Whitehead, the commission voted unanimously to accept the application and set the public hearing for February 23. 2022.
4. Discussion
The commission briefly discussed regulations regarding parking, deciding that no changes need to be made at this time.
5. Future Agenda Items: March 9, 2022 Public Hearing Application #22-02Z to change zone designation of 32 Portland Ave. from RC Zone to RV Zone.
There was no discussion under this agenda item.

There was no discussion under this agenda item.
7. Adjournment
On the motion of Ms. Atamian, and the second of Mr. Miyashiro, the commission voted unanimously to adjourn at 7:47 p.m.
