REGULAR MEETING
- Motion: move that the Redding Zoning Commission approve the minutes of the January 14, 2015 Public Hearing as submitted. Gordon, Ogonek. Approved unanimously.
- Motion: move that the Redding Zoning Commission approve the minutes of the January 14, 2015 meeting as submitted. Ogonek, Atamian. Approved unanimously.
- Application #15 – 02Z – Applicant Stephanie Gregory, 34 Goodsell Road (Assessor’s Map #42, Lot #25). In accordance with Section 5.12 of the Redding Zoning Regulations, application for a Special Use Permit for a detached residential apartment.
Motion: move that the Zoning Commission approve the Application #15-02Z with the condition that approval of the septic system by the Town Health Officer is received prior to the issuance of the permit, and that the maps are corrected per the Planning Commission request. Ogonek, Atamian. Approved unanimously.
- Application #15 – 03Z – Town of Redding, Patricia Moisio Agent, 100 Hill Road (Assessor’s Map #22, Lot #26). Request for a Limited Duration Special Use Permit to hold “Redding Day” June 21st, 2015.
Motion: move that the Zoning Commission approve Application #15-03Z as submitted. Ogonek, Miyashiro. Approved unanimously.
- Application #15-05Z – Applicant: Redding Garden Club – In accordance with Section 5.11.2 of the Redding Zoning Regulations request for a Limited Duration Special Permit for the “Annual Plant Sale” to be held at the Lonetown Manor Museum & Historical Site at 43 Lonetown Road (Assessor’s Map #21, Lot #42) on May 9, 2015 from 9:00am thru 2:00pm. Previously held on May 10, 2014. For discussion/action
Mr. Casiello noted that there have been no problems with this event in the past.
Motion: move that the Zoning Commission approve Application #15-05Z as submitted. Atamian, Ogonek. Approved unanimously.
- Application #15-06Z – Applicant: Redding Garden Club & New Pond Farm – In accordance with Section 5.11.2 of the Redding Zoning Regulations request for a Limited Duration Special Permit for the “For the Love of Gardening “ Garden Tour visiting 9 different garden properties in Redding to be held on June 13, 2015 between the hours of 10:00 am thru 4:30pm, with lunch served at New Pond Farm from 11:30 a.m. to 1:30 p.m. Previously held on June 9, 2012. For discussion/action.
Mr. Casiello noted that there have been no problems with the event in the past.

- Application #15-07Z – Applicant: New Pond Farm, 101 Marchant Road (Assessor’s Map #12 & Lot #79) In accordance with Section 5.11.2 of the Redding Zoning Regulations request for a Limited Duration Special Permit for the “A Run For The Cows” 5K to be held on May 3, 2015 from 7:00am ending approx. 12:00pm. Previously held on May 4, 2014. For discussion/action
Mr. Casiello noted that there have been no problems with the event in the past.

AGENDA ADDITION:
Move that the Zoning Commission add to the agenda a discussion and action on an extension of a zoning permit at 50 Fox Run Road. Gordon, Atamian. Approved unanimously.
DISCUSSION AND ACTION ON AN EXTENSION OF A ZONING PERMIT
ZEO Pardee explained that the owners of 50 Fox Run Road requested a zoning permit to rebuild the structure at the same time they requested a demolition permit. Their intent was to rebuild on the same site. The property includes a primary residence and a legal, nonconforming pre-existing dwelling, plus additional barn-type structures. The fee for the Zoning Permit was never paid. The primary residence was demolished as planned, but construction on the new structure has been delayed.
Ms. Pardee consulted with Town Counsel and was advised that the owner should pay the zoning permit fee and request a 6-month extension for the construction of a replacement building. A representative of the owner was present and he reported the zoning permit fee has now been paid, the building plans have been finalized and the project is set to move forward.
Discussion followed. Mr. Casiello noted that it seem reasonable to give the owner six months to move the project forward.
Motion: move that the Zoning Commission extend the Zoning Permit for 50 Fox Run for a 6-month period. Ogonek, Atamian. Approved unanimously.
- DISCUSSION: ZEO Pardee stated that the old Dapco building on Route 7 is for sale and a real estate firm has a party interested in converting the property to a self-storage type facility. Currently self-storage facilities are not specified in the zoning regulations. Discussion followed.
The Zoning Commission requested Ms. Pardee to do appropriate research and prepare a recommendation for an amendment to the zoning regulations that will include self-storage type facilities.

Mr. Casiello noted that the application for a detached residential apartment meets the Zoning regulations. The Planning Commission has given approval noting that minor site plan corrections were needed, as well as approval of a new septic system design.

- Application #15 – 03Z – Applicant: Town of Redding, 100 Hill Road (Assessor’s Map #22 & Lot #26), Agent: Patricia Moisio, Redding Ridge Fire Dist. District No. 1, 186 Black Rock Turnpike. In accordance with Section 5.11.2: request for a Limited Duration Special Use Permit to hold “100 Years of Protecting Redding Event” on the Town Hall Green on Sunday June 21st, 2015 from 11:00am to 5:00pm. Received on January 14, 2015:

Motion: move that the Call of the Meeting be accepted as read. Gordon, Ogonek. Approved unanimously.
Patricia Moisio was present representing the Redding Ridge Fire District. She stated that the intent is to have a Redding Day to celebrate the 100thanniversary of the founding of both the Redding Ridge Fire Department and the West Redding Fire Department. A day of activities on the Town green is planned and will include games, face painting, tug of war, relay races, etc. She has met with Park & Recreation Department Rob Blick for possible conflict with Concert on the Green. The Redding Ridge Fire District will sponsor the concert that starts at 6:00 pm and the Redding Day event will conclude prior to that time. She hopes that many people will stay for the concert. Park & Rec has porta-johns available for use for the event.
Motion: move to close the Public Hearing. Gordon Ogonek. Approved unanimously.
