Minutes

Present:  Gerry Casiello, Chair; Joseph Ventricelli, Ben Gordon, Mike Hoffman, Ted Ogonek, and alternates, Amy Atamian, and Matthew Lecher

Also present:  Robert M. Flanagan, CZEO, four members of the public

All regular members were seated.

Mr. Casiello called the regular meeting to order at 7:41 pm.

APPROVAL OF MINUTES

Motion: move to accept the minutes of the Public Hearing of September 11, 2013 as submitted.  Ventricelli, Ogonek.  Approved unanimously.

Application #13-20Z – Owner: Redding Fire District #2 – 306 Umpawaug Road – Map 13 & Lot 26 – Applicant: John McCleary, 67 Picketts Ridge Road – Review, accept and schedule a Public Hearing on an application for a Limited Duration Special Permit for a 5K Road Race “The Great Turkey Escape,” to be held at the West Redding Fire Station – 306 Umpawaug Road on November 28, 2013, starting at 7:00am to 9:30am

Motion: move that the Zoning Commission waive the application fee for Application #13-20Z for the 5K Road Race.  Gordon, Ventricelli.  Approved unanimously.

Motion: move that the Zoning Commission approve Application #13-20Z.  Ogonek, Ventricelli. Approved unanimously.

Application #13-21Z – Owner/Agent: New Pond Farm – 101 Marchant Road – Map 12 & Lot 79 –  Discuss and review the renewal of a Limited Duration Special Permit for the Annual Harvest Festival to be held on Saturday October 19th, 2013 from 11:00am – 4:00pm with a rain date of Sunday October 20th  from 1:00pm – 4:00pm.  Previously held: October 13, 2012.

Mr. Flanagan noted that this was a repeat event and there have been no problems in the past.

Motion: move that the Zoning Commission approve Application #13-21Z for the New Pond Farm Harvest Festival.  Ventricelli, Hoffman.  Approved unanimously.

Application #13-22Z – Owner: Redding Health Care LLC (Meadow Ridge) – 100 Redding Road – Map 47 & Lot 3 – Agent/Applicant: Redniss & Mead Civil Engineering – 22 First Street Stamford, CT – Brian McMahon, P.E. –   Discuss and review a Site Plan Amendment to add 16 additional parking spaces.

Mr. Flanagan noted that the application is complete and all fees have been paid. He added that he views the request as a minor site plan revision.

Mr. Brian McMahon of Redniss & Mean Civil Engineering addressed the Commission.  He explained that the Meadow Ridge Health Care facility has had issues with insufficient parking on site.  The proposal if for a modest increase in the number of parking places in an area that is currently grass. The 16 parking spaces would be in an area adjacent to the existing parking area at the main entrance to the facility.  Mr. McMahon provided detailed site plans.

Commission members were in agreement that the request constituted a minor site plan revision

Motion: move that the Zoning Commission determine the change is a minor site plan amendment and does not warrant a public hearing.  Ogonek, Hoffman.  Approved unanimously.

Motion: move that the Zoning Commission approve the Application #13-21Z for a minor site plan amendment for Redding Health Care LLC (Meadow Ridge).  Ventricelli, Ogonek.  Approved unanimously.  

COMMUNICATIONS

Chairman Casiello announced that Mr. Flanagan was leaving his position as Zoning Officer in Redding and moving on to the City of Bristol as the Assistant Planner/Development Director.  Chairman Casiello and members of the commission wished him well in his new position.  Mr. Flanagan thanked the commission members and reflected on his positive experience working for the Town of Redding and with the members of the Zoning Commission.

Motion: move to adjourn the meeting.  Ventricelli, Ogonek.  Approved unanimously.

PUBLIC HEARING

Mrs. Atamian was seated for Mr. Hoffman.

Mr. Casiello opened the Public Hearing at order at 7:30 pm.

Mr. Gordon read the Call of the meeting.

Motion: move to approve the Call of the meeting.  Ventricelli, Ogonek. Approved unanimously.

Mr. Flanagan presented the following documentation and noted that the applicant had requested that the application fee be waived since the event was a charitable one benefiting the Boy Scouts, Cub Scouts, Venture Crew 777 and the West Redding Fire Department.

  1.  List of names/addresses of abutting property owners.
  2.  Postage for registered mailing for Public Hearing
  3.  Site plan for the event area.
  4.  Narrative description of the event
  5.  Letter of permission from the West Redding Fire Department

John McCleary, 77 Picketts Ridge Road, the organizer of the event addressed the Commission.  The event is planned for the morning of Thanksgiving and is a 5K race.  Mr. McCleary has organized races for New Pond Farm in the past and there have been no difficulties. He has arranged for four police officers to assist with traffic control and has EMTs hired.  Volunteers have been recruited to assist with the race.

Motion: move that the Zoning Commission close the Public Hearing.  Ventricelli, Atamian. Approved unanimously.

The Public Hearing was closed at 7:41 pm.
