Public Hearing and Regular Meeting Minutes

Present: Gerald Casiello, Chairman; Mike Hoffman, Vice-Chair; Commissioner Ben Gordon; Commissioner Ted Ogonek; Alternate Gary Miyashiro.

Also Present: Aimee Pardee, Zoning Officer; Charlie Couch, Town Historian; Joe Bonomo, President, Redding Historical Society; a representative of The Redding Pilot; and one other member of the public.

PUBLIC HEARING:

 Application #2015-19Z – 43 Lonetown Road (Assessor’s Map and Lot No. 21 – 42) “Redding Historical Society”.  In accordance with Section 5.11.2 of the Redding Zoning Regulations, application for a Limited Duration Special Use Permit to hold an “Day Long Music Festival” on July 4, 2015 (rain date July 5, 2015) from 12:00 p.m. to 9:30 p.m.

Mr. Casiello seated Mr. Miyashiro for Commissioner Amy Atamian.
Mr. Casiello read the call for the hearing.

Motion: move that the call of the meeting be accepted as read.  Motion made by Mr. Hoffman, seconded by Mr. Ogonek, and carried unanimously.

Charlie Couch, representing the Redding Historical Society, spoke to the commission regarding the proposed event.  He noted that the start time has changed to 3:00; end time will also be later as a fife and drum band will play from 9:30 p.m. until 9:40 p.m. after which the fireworks will commence.  He said that one police officer has been hired to handle traffic in the road; parking will be in the “onion field” and he will be speaking to the Boy Scouts about possibly providing volunteers to help cars park in orderly rows.  Mr. Couch said that he is still working on what food vendors will be at the event but it is confirmed that the Georgetown Lions Club will be selling beer; he has been in touch with Doug Hartline in the Health Department about what licensing will be required for the food vendors but the liquor license has already been signed.  Regarding the fireworks, Mr. Couch stated that the Fire Marshall has approved the plans, and he gave the commission a copy of the fireworks permit for “Blue Sky Fireworks”: the contractor who  will be presenting the display.

Mr. Hoffman asked if there would be a charge for parking; Mr. Couch stated that the charge would be at the gate for the music festival.  He said he is hoping for 300 to 400 people but, since this is the first time this event has been held, he is not sure how many people will attend; the admission is a fundraiser for the Historical Society.  He said that he anticipates additional people will come just to see the fireworks and, since they will be visible from the Community Center, people will park there.  Mr. Couch noted that the fireworks contractor will have an area ribboned off for safety.

The commission briefly discussed the proposed event.

Motion: move that the Public Hearing be closed.  Motion made by Mr. Gordon, seconded by Mr. Hoffman, and carried unanimously: the Public Hearing was closed at 7:45 p.m.

REGULAR MEETING:

1.  Approval of minutes from Regular Meeting of May 27, 2015.

Motion: move that the Redding Zoning Commission approve the minutes of the May 27, 2015 meeting as submitted.  Motion made by Mr. Gordon, seconded by Mr. Hoffman, and carried unanimously.

2.  Application #2015-19Z – 43 Lonetown Road (Assessor’s Map and Lot No. 21 – 42) “Redding Historical Society”. In accordance with Section 5.11.2 of the Redding Zoning Regulations, application for a Limited Duration Special Use Permit to hold an “Day Long Music Festival” on July 4, 2015 (rain date July 5, 2015) from 12:00 p.m. to 9:30 p.m.

Motion:  move that the Redding Zoning Commission approve Application #2015-19Z.  Motion made by Mr. Gordon, seconded by Mr. Hoffman, and carried uanimously.

3.  Application #2015-20Z – 33 Lonetown Road (Assessor’s Map and Lot No. 21 – 13) In accordance with Section 5.11.2 of the Redding Zoning Regulations, application for a Limited Duration Special Use Permit to hold an “The Redding Great Turkey Escape 10K” on November 26, 2015 starting at 6:00 a.m. and ending at approximately 10:00 a.m.

The Chairman noted that this event has been held annually for several years and there have been no problems with the event.

Motion: move that the Redding Zoning Commission approve Application #2015-20Z.  Motion made by Mr. Hoffman, seconded by Mr. Mayashiro, and carried unanimously.

4.  Application #2015-21Z – 37 Lonetown Road (Assessor’s Map and Lot No. 21 – 41A): Redding Community Center, Applicant Mark Twain Library Association. In accordance with Section 5.11.2 of the Redding Zoning Regulations, request for a Limited Duration Special Use Permit to hold the 55th annual “Mark Twain Library Book Fair” on September 4 – 7, 2015.

The Chairman noted that this event has been held annually for many years with no problems.

Motion: move that the Redding Zoning Commission approve Application #2015-21Z.  Motion made by Mr. Hoffman, seconded by Mr. Ogonek, and carried unanimously.

 5.  Item #2015-22Z – Proposed amendment to the Redding Zoning Regulations Section 5.19: to extend by one year an existing moratorium on applications or permits for medical marijuana dispensary facilities and medical marijuana production facilities as defined in Sections 8.1.141 and 8.1.142, respectively, of the Redding Zoning Regulations.

The Chairman noted that this issue must go to a public hearing so the purpose of discussion is to set the date for the hearing.

Motion: move that the Redding Zoning Commission receive Item #2015-22Z and schedule a public hearing for August 12, 2015.  Motion made by Mr. Ogonek, seconded by Mr. Hoffman, and carried unanimously.

6.  Item #2015-23Z – Proposed amendment to the Redding Zoning Regulations Sections 4.3.2 (a) and 4.3.3.(a) and addition of new Section 8.1.220: to add a definition of “Self Storage Facilities” to the regulations, and add them as an allowed use in the SB Zone.

The commission briefly discussed the proposed amendment, reviewing the location of the SB Zone.  The Chairman noted that this amendment must go to public hearing.

Motion: move that the Redding Zoning Commission receive Item #2015-23Z and schedule a Public Hearing for August 12, 2015.  Motion made by Mr. Ogonek, seconded by Mr. Hoffman, and carried unanimously.

7.  Application #2015-24Z – 100 Hill Road (Assessor’s Map and Lot No. 22 – 26): Redding Town Hall/Town Green, Applicant Andrew Schur. In accordance with Section 5.11.2 of the Redding Zoning Regulation, request for a Limited Duration Special Use Permit to hold a music festival/fundraiser on the Town Green August 22, 2015.

The Chairman briefly reviewed the application and noted that the applicant did not yet have permission to use the property.  The applicant was not in attendance so the Commission decided to table further discussion.

8.  Discussion. There was no discussion under this agenda item.

9.  Future Agenda: August 12, 2015 public hearings regarding Items #2015-22Z and #2015-23Z.

10.  Communication: There was no discussion under this agenda item.

11.  Adjournment:

Motion: move to adjourn the meeting.  Motion made by Mr. Ogonek, seconded by Mr. Hoffman, and carried unanimously.
