REGULAR MEETING
- Motion: move that the Redding Zoning Commission approve the minutes of the July 23, 2014 Public Hearing as submitted. Ogonek, Hoffman. Approved unanimously.
- Motion: move that the Redding Zoning Commission approve the minutes of the July 23, 2014 meeting as submitted. Lecher, Gordon. Approved unanimously.
- Motion: move that the Redding Zoning Commission approve the Public Hearing of September 10, 2014 as submitted. Hoffman, Ogonek. Approved unanimously.
- Motion: move that the Redding Zoning Commission approve the minutes of the September 10, 2014 meeting as submitted. Hoffman, Lecher. Approved unanimously.
- Application #14-20Z – Applicant: Peter Mygatt, 39 Orchard Drive (Assessor’s Map 37 & Lot 40). In accordance with Section 5.12 of the Redding Zoning Regulations, application for a Special Use Permit for a detached accessory dwelling.
The Public Hearing was closed. Mr. Casiello stated that the detached accessory dwelling does not meet the Zoning Regulations for an apartment as it exceeds the allowed square footage. The applicant has not indicated that he would be willing to reduce the size of the dwelling to fit the regulations.
Motion: move that the Redding Zoning Commission deny Application #14-20Z. Lecher, Ogonek. Approved unanimously.
- Application #14-22Z – Applicant Lucille Slattery, Member/Manager, Thira LLC, 26 Goodsell Hill Road (Assessor’s Map #42 & Lot #100) and 30 Goodsell Hill Road (Assessor’s Map #52 & Lot #150) In accordance with Section 5.5, application for a Special Use Permit and Land Management Plan for land clearing in excess of ½ acre and excavation, filling or regrading in excess of 300 cubic yards.
The Public Hearing on this application was closed. Commission members discussed the application. They reviewed the history of this property and discussed the concerns of the neighbors. The suggestion was made to require a bond to assure that the trees will be planted and cared for and Mr. Hoffman calculated the value of the trees that are proposed.
Motion: move that the Redding Zoning Commission approve Application #14-22Z with the following conditions:
- A bond shall be paid to the Town of Redding in the amount of $25,000.00. The bond shall be retained for two years from the date of the planting of the trees and shall be available for the town to replace any trees that do not survive during the two-year retention period. At the end of two years, the bond will be eligible for release after it is determined that the trees are in good condition.
- The Cease and Desist notice in effect for this property shall not be lifted until the aforementioned bond is paid to the Town of Redding, in a form acceptable to the town.
- Trees, as shown on the approved plan and further described as 8’ to 10’ Blue and White Spruce trees, shall be installed by November 15, 2014.
- Once the trees are installed, the applicant or her representative shall be available to meet on site with the town Zoning Enforcement Officer and interested neighbors to discuss the plantings
Motion by Mr. Hoffman, seconded by Mr. Ogonek and unanimously approved.
- Application #14-23Z – Owner: Town of Redding Elementary School, 33 Lonetown Road – (Map #21 & Lot #13) – Applicant: John McCleary, 67 Picketts Ridge Road – In accordance with Section 5.11.2 of the Redding Zoning Regulations application for a Limited Duration Special Use Permit for a 5K Road Race “The Great Turkey Escape” to be held at the Redding Elementary School, 33 Lonetown Road on Thursday November 27, 2014 starting at 7:00am and ending approximately 9:30am. Previously held on November 28, 2013 at the West Redding Fire House, 306 Umpawaug Road.
It was noted that the change in location for this event requires a public hearing.
Motion: move that the Redding Zoning Commission set a Public Hearing on November 12, 2014 for Application #14-23Z. Ogonek, Lecher. Approved unanimously.
8.Application #14-24Z – Joel Barlow High School, 100 Black Rock Turnpike – (Map #32 & Lot #66) – Applicant: Northeast Community Cycles- In accordance with Section 5.11.2 of the Redding Zoning Regulations application for a Limited Duration Special Use Permit for a” Bikes 4 Bikes” charity ride to use Joel Barlow High School as a rest area on Sunday September 28, 2014 from 7am until 4pm.. Previously held September 2013.
This application is for an event that already took place.
Motion: move that the Redding Zoning Commission approve Application #14-24Z as submitted. Ogonek, Lecher. Approved unanimously.
