Minutes

Present:  Gerry Casiello, Chairman; Amy Atamian, Secretary; Commissioner Ted Ogonek; Commissioner Paul Scholl; Commissioner Matt Lecher; Alternate Gary Miyashiro, unseated (7:34 p.m.).
Also Present: Aimee Pardee, Zoning Officer; three members of the public.

The Chairman called the meeting to order at 7:30 p.m.

REGULAR MEETING:
The Chairman welcomed Mr. Scholl and Mr. Lecher as regular members of the Commission.

1.  Approval of Minutes: Public Hearing of September 9, 2015.
On the motion of Mr. Ogonek and the second of Mr. Scholl, the commission voted by majority to accept the minutes of the public hearing.  Ms. Atamian abstained as she was not present at the hearing.

2.  Approval of Minutes: Regular Meeting of September 9, 2015.
On the motion of Mr. Ogonek and the second of Mr. Scholl, the commission voted by majority to accept the minutes of the regular meeting.  Ms. Atamian abstained as she was not present at the meeting.

3.  Application #2015-27Z – 32 Portland Avenue, Georgetown (Map #46 & Lot #13): Applicant Blue Hammer Creative LLC, 56 Cross Highway, Redding – Owner Salvator Pilato, 8 Olmstead Road, Redding – In accordance with Section 5.2 of the Redding Zoning Regulations, request for Site Plan Approval to convert Nursery School to Office use.  For receipt/discussion/possible decision.

Chris Hammershoy, the applicant, spoke to the commission regarding his proposed use for the 32 Portland Avenue.  He stated that he has a graphic design firm with five employees.  He intends to occupy the building with no exterior changes and no structural changes to the interior so the application is just to change the use of the building from a nursery school to an office.

The Commission reviewed the site plan that had previously been approved for the property.  They discussed permitted uses and parking.  The applicant was asked about signage and he stated that they had not yet decided on signage.  The Chairman suggested he discuss this with the Zoning Officer.

Bob Dahms, of Portland Avenue, asked if he could ask questions regarding the application and the Chairman agreed.  Mr. Dahms asked if there would be additional occupants in the building; the applicant said that his company would be the only occupant.  Mr. Dahms also asked about exterior changes and lighting; the applicant again stated that there would be no change.

After a brief discussion, Mr. Ogonek motioned that the Commission approved the Site Plan for the change of use with the condition that the applicant must seek a permit for any signage from the Zoning Officer.  Mr. Lecher seconded the motion and it was carried unanimously.

4.  Application #2015-28Z – 29 Giles Hill Road (Map #31 & Lot #110), owner Candace Benyei: In accordance with Sections 4.2.3, 5.2, and 5.14 of the Redding Zoning Regulations, request for Site Plan Amendment for installation of a 22’ x 30’ run-in shed and a 14’ x 21’ single-story addition to existing barn.  For receipt/discussion.

 The Chairman briefly reviewed the history of 29 Giles Hill Road, which has been the subject of previous applications and lawsuits.  He stated that, due to an Appellate Court decision in 2008, changes to aspects of the equestrian use of the property must come before the Commission.  In this case, since a new building is proposed, a public hearing must be held.

On the motion of Mr. Ogonek, and the second of Ms. Atamian, the Commission voted unanimously to accept the application and set the public hearing date for January 27, 2016.

5.  DISCUSSION: There was no discussion under this agenda item.

 6.  FUTURE AGENDA:  There was no discussion under this agenda item.

 7.  COMMUNICATIONS: There was no discussion under this agenda item.

 8.  ADJOURNMENT: On the motion of Mr. Lecher, and the second of Mr. Ogonek, the Commission voted unanimously to adjourn at 7:48 p.m.
