ZONING COMMISSION REGULAR MEETING MINUTES
January 13, 2016 Hearing Room, Town Hall

Present: G. Casiello, T. Ogonek, A. Atamian, M. Lecher, P. Scholl and alternate Gary Miyashiro

Also present: ZEO Aimee Pardee

Mr. Casiello called the regular meeting to order at 7:30 pm

All regular members were seated.

REGULAR MEETING:

1.  Approval of Regular Meeting Minutes December 9, 2015

Motion: move that the Redding Zoning Commission approve the minutes of the December 9, 2015 meeting as corrected. Atamian, Ogonek. Approved unanimously.

Correction: page 2, item 4, typo

2.  Application #2016-01Z – Applicant New Pond Farm, 101 Marchant Road (Assessor’s Map #12 & Lot #79) – In accordance with Section 5.11.2 of the Redding Zoning Regulations request for a Limited Duration Special Permit for the “A Run For the Cows” 5K to be held on May 1, 2016 from 7:00am ending approx. 12:00pm.  Previously held on May 3, 2015. For discussion/action

Mr. Casiello noted that this event has been held for several years with no problems.

Motion: move that the Redding Zoning Commission approve Application #2016-01Z as submitted. Atamian, Lecher.  Approved. Unanimous.

3.  Application #2016-02ZApplicant The Mark Twain Library – In accordance with Section 5.11.2 of the Redding Zoning Regulations request for a Limited Duration Special Permit for the “Mark Twain Library 21st Annual Frog Frolic” to be held at the Redding Community Center, 37 Lonetown Road (Assessor’s Map #21 & Lot #42A) on Saturday April 30, 2016 from 10:00am through 4:00pm. Previously held on May 2, 2015. For discussion/action

Mr. Casiello noted that this event has been held for several years with no problems.

Motion: move that the Redding Zoning Commission approve Application #2016-02Z as submitted. Atamian, Ogonek. Approved Unanimous.

4.  Application #2016-03Z – Applicant Redding Land Trust, Sean McNamara, Representative, 26 Lonetown Road (Assessor’s Map #22 & Lot #92) –In accordance with Redding Zoning Regulations Section 5.5, 5.14 (a) and 5.14.3,  request for approval of Land Management Plan for habitat enhancement to include clearing of three acres of trees. For discussion/action

Ms. Pardee noted that this application has been withdrawn.

5.  Application #2016-04Z – Owner: John T. Marfia, 47 Pine Mountain Road (Assessor’s Map #41 & Lot #57) In accordance with Section 5.5.3 of the Redding Zoning Regulations request for a Special Permit for earth moving in excess of 300 cubic yards of material. For discussion/action

Mr. Casiello noted that because of the quantity of earth moving a Public Hearing was required.

Motion: move that the Zoning Commission set February 24, 2016 for a Public Hearing on Application #2016-04Z. Atamian, Ogonek. Approved. Unanimous.

6.  Application #2016-05Z – Owner: DNKL, Tibetan Buddhist Center for Universal Peace, 30 Putnam Park Road (Assessor’s Map #8 & Lot #22 ) – In accordance with Section 5.11.2 of the Redding Zoning Regulations request for a Limited Duration Special Permit for “NY Tibetan Prayer Flag Ceremony” to be held on Saturday April 16, 2016 with a rain date of Saturday April 30, 2016.  For receipt/schedule public hearing.

Ms. Pardee noted that this application has been withdrawn.

7.  DISCUSSION: There was no discussion.

8.  FUTURE AGENDA: Application #2015-28Z – 29 Giles Hill Road (Map #31 & Lot #110), owner Candace Benyei: In accordance with Sections 4.2.3, 5.2, and 5.14 of the Redding Zoning Regulations, request for Site Plan Amendment for installation of a 22’ x 30’ run-in shed and a 14’ x 21’ single-story addition to existing barn. Public Hearing January 27, 2016.

There was no discussion on this agenda item.

Motion; move that the Zoning Commission meeting be adjourned. Ogonek, Atamian. Approved. Unanimous.
